HB 5759: ILLINOIS BABY BOND TRUST

Amends the State Treasurer Act. Establishes the Illinois Baby Bond Trust. Provides that the State Treasurer shall be responsible for the receipt, maintenance, administration, investing, and disbursements of moneys from the trust. Sets forth additional provisions concerning the deposit and distribution of moneys in the trust. Provides that, upon the birth of a designated beneficiary, the State Treasurer shall transfer $5,000 from the General Revenue Fund to the trust to be credited toward the accounting of the designated beneficiary. Provides that, upon a designated beneficiary's eighteenth birthday, if the beneficiary is a resident of the State, the beneficiary shall become eligible to receive the total sum of the accounting to be used for a qualified expense. Defines "qualified expense" as an expenditure associated with: (i) education of a designated beneficiary; (ii) ownership of a home by a designated beneficiary; (iii) ownership of a business by a designated beneficiary; or (iv) any investment in financial assets or personal capital that provides long-term gains to wages or wealth. Effective January 1, 2029.

SB 4195: CRIM PRO-REVOC PRETRIAL RELEAS

Amends the Code of Criminal Procedure of 1963. Provides that when a defendant has previously been granted pretrial release for a felony or Class A misdemeanor and has been placed on electronic monitoring as a condition of release, that pretrial release shall be revoked upon a finding of probable cause that the defendant has committed a felony that is alleged to have occurred during the defendant's pretrial release after a hearing on the court's own motion or upon the filing of a verified petition by the State. Provides that pretrial detention shall continue pending resolution of the defendant's charges. Provides that the language that states at each subsequent appearance of the defendant before the court, the judge must find that continued detention is necessary to reasonably ensure the appearance of the defendant for later hearings or to prevent the defendant from being charged with a subsequent felony or Class A misdemeanor does not apply to a defendant whose pretrial release has been revoked pursuant to the new provision.

HB 5758: $DHS-MCLEAN COUNTY

Appropriates $1,000,000, or so much of that amount as may be necessary, from the General Revenue Fund to the Department of Human Services for payment to McLean County for all costs associated with providing behavioral and mental health treatment and services in the county. Effective July 1, 2026.

SB 4008: NITA-VETERAN CONTRACT GOAL

Amends the Regional Transportation Authority Act. Requires the Northern Illinois Transit Authority to establish a goal to award not less than 3% of the total dollar amount of all contracts with the Northern Illinois Transit Authority, the Chicago Transit Authority, the Suburban Bus Division, and the Commuter Rail Division to qualified service-disabled veteran-owned small businesses and qualified veteran-owned small businesses. Provides that, by each March 1, the Board shall report to the Governor and General Assembly (1) the total number of qualified veteran-owned small businesses that submitted bids for contracts with the Authority and the total number of qualified service-disabled veteran-owned small businesses in the immediately preceding fiscal year; (2) the total number of qualified veteran-owned small businesses, and qualified service-disabled veteran-owned small businesses, that entered into contracts with the Authority in the immediately preceding fiscal year; (3) a year-by-year comparison of awarded contracts to certified veteran-owned small businesses and service-disabled veteran-owned small businesses; and (4) any other information that the Board deems necessary to assist veteran-owned small businesses and service-disabled veteran-owned small businesses to become certified with the State. Provides that, each year, the Board shall review the progress of the Authority and the Service Boards in meeting the goal, with input from statewide veterans' service organizations and from the business community, including businesses owned by qualified veterans, and shall make recommendations to the General Assembly regarding continuation, increases, or decreases of the percentage goal. Provides that the Board shall suspend any person who commits a violation of specified offenses under the Criminal Code of 2012 from bidding on, or participating as a contractor, subcontractor, or supplier in, any Authority contract or project for a period of not less than 3 years, and, if the person is certified as a service-disabled veteran-owned small business or a veteran-owned small business, then the Commission shall revoke the business's certification for a period of not less than 3 years. Makes conforming changes in the Commission on Equity and Inclusion Act.

HB 5200: PROP TAX-MUNICIPAL WORKERS

Amends the Property Tax Code. Provides that a homestead exemption is granted for property that (i) is located in a county with 1,000,000 or more inhabitants and (ii) is owned and occupied as a principal residence during the taxable year by a qualified municipal worker. Provides that the amount of the homestead exemption shall be a reduction from the equalized assessed value of the property in an amount equal to 5% of the equalized assessed value of the property. Effective immediately.

HB 5612: REVENUE-PROP TAX RELIEF

Amends the School Code. Provides that the State Board of Education shall establish and administer a program to award property tax relief grants to school districts in this State. Provides that, in exchange for receiving a grant, a school district's maximum aggregate property tax extension for the taxable year may not exceed its adjusted maximum aggregate property tax extension for that taxable year. Amends the State Finance Act to create the Education Property Tax Relief Fund.

HB 4735: TRANSPARENCY IN DOWNCODING ACT

Creates the Transparency in Downcoding Act. Provides that the Act applies to certain policies of health insurance amended, delivered, issued, or renewed on or after the effective date of the Act, except for employee or employer self-insured health benefit plans under the federal Employee Retirement Income Security Act of 1974 and health care provided pursuant to the Workers' Compensation Act or the Workers' Occupational Diseases Act. Prohibits a health insurance issuer from using an automated process, system, or tool to downcode a claim; from downcoding a claim based solely on the reported diagnosis codes; and from using downcoding practices in a targeted or discriminatory manner against physicians who routinely treat patients with complex or chronic conditions. Requires downcoding decisions to be made by a physician licensed to practice medicine in all its branches in any United States jurisdiction and of the same or similar specialty as a physician who typically manages the medical condition or disease. Sets forth provisions concerning notification requirements for downcoded claims; the appeal process for downcoded claims; enforcement by the Department of Insurance; and penalties. Provides that any pattern or practice of discriminatory downcoding identified by the Director of Insurance or another regulatory authority shall be subject to enforcement actions, including fines, restitution, or suspension of the health insurance issuer's license in this State. Effective immediately.

SB 2082: ADULT CONTENT AGE VERIFICATION

Creates the Adult Content Age Verification Act. Defines terms. Provides that a commercial entity that knowingly and intentionally publishes or distributes material harmful to minors on the Internet from a website that contains a substantial portion of material harmful to minors shall be subject to civil penalties if the entity fails to perform reasonable age verification methods to verify the age of individuals attempting to access the material. Provides that the Attorney General may investigate alleged violations and initiate a civil action for an injunction and to assess civil penalties. Provides that the civil penalties shall be deposited into the Cyber Exploitation of Children Fund, which shall be expended for the investigation of cybercrimes involving the exploitation of children and for no other purpose. Amends the State Finance Act to make a conforming change.

HB 3138: IMMUNITY CHILD WELFARE AGENCIE

Creates the Temporary Immunity for Child Welfare Agencies Act. Creates immunity from civil liability for a licensed child welfare agency that provides service for youth in foster care for a 2-year period unless the agency's acts or omissions constitute willful and wanton conduct. Provides that the immunity extends to the agency's employees, volunteers, and agents acting within the scope of their employment. Defines a "child welfare agency" to mean a public or private child care facility that receives a child or children for the purpose of placing or arranging for the placement or free care of the child or children in foster family homes, unlicensed pre-adoptive and adoptive homes, adoption-only homes, or other facilities for child care apart from the custody of the child's or children's parents. The term "child welfare agency" includes (i) all agencies established and maintained by a municipality or other political subdivision of the State to protect, guard, train or care for children outside their own homes; and (ii) all agencies, persons, groups of persons, organizations, corporations, institutions, centers, or group providing adoption services but does not include a circuit court, appointed juvenile probation officer, or youth counselor of the court who receive and place children under an order of the court. Creates the Child Welfare Agency Liability Task Force to develop and recommend a permanent solution to address the unavailability of liability insurance for child welfare agencies in the State. Requires that the Task Force submit its first report to the General Assembly no later than December 26, 2026. Effective immediately.
