Congratulates State of Israel on the occasion of its most recent democratically-held elections.
Amends the Illinois Municipal Code. Provides that if any community antenna television franchise agreement or ordinance requires a franchisee to set aside or otherwise provide channel capacity for public, educational, or government programming, then the franchise agreement or ordinance shall be subject to all applicable federal laws relating to the provision of this programming. Provides that beyond the franchise fees otherwise payable, the community antenna television franchisee shall not be required to pay or reimburse the franchising authority or any other party for the costs or expenses incurred in providing this programming, regardless of whether the channel capacity for public, educational, or governmental programming is required by the franchising authority or is provided voluntarily by the franchisee. Provides that any operating costs paid by the franchisee in connection with the provision of public, educational, or government programming shall be deductible from the franchise fees otherwise payable.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that the parties to a prospective marriage shall execute a pre-marital education affidavit after they complete a pre-marital education program conducted by a behavioral health professional or a designated representative of a religious institution. Sets forth various program requirements. Provides that, if both of the parties to a prospective marriage are under 18 years of age and unemancipated, one parent or legal guardian of each party shall also execute the pre-marital education affidavit. Provides that, if one of the parties to a prospective marriage is under 18 years of age and unemancipated, one parent or legal guardian of the party who is under 18 years of age shall also execute the pre-marital education affidavit. Provides that, if the parties to a prospective marriage submit the affidavit to the county clerk and they have complied with other applicable requirements, the county clerk shall issue a license to marry without delay. Provides that, if the parties have complied with other applicable requirements but do not submit a pre-marital education affidavit, the county clerk shall issue a license to marry 60 days after the date an application for a marriage license is submitted; however, if the parties submit a pre-marital education affidavit during the 60-day period, the county clerk shall then issue a license to marry without further delay. Sets forth exceptions to the pre-marital education requirement for parties with a catastrophic illness or a late-stage pregnancy. Exempts parties from the pre-marital education requirement if they are both at least 55 years of age.
That the two Houses shall convene in Joint Session on Wednesday, March 12, 2003 at the hour of 12:00 o'clock noon, for the purpose of hearing his Excellency Governor Rod Blagojevich present to the General Assembly his Report on the Condition of the State, required by Article V, Section 13, of the Constitution of the State of Illinois.

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Excludes from the definition of "aggregate extension", in a county contiguous to a county with 3,000,000 or more inhabitants, a special purpose extension made by a school district for the purpose of compliance with the Health/Life Safety Code for Public Schools under provisions of the School Code if, on January 1, 2003, the school district does not have any bonded indebtedness. Effective immediately.
Amends the State Budget Law of the Civil Administrative Code of Illinois. For 2003 only, provides that the Governor shall submit a State budget no later than the third Wednesday in March (rather than the third Wednesday in February). Effective immediately.
Names the State of Illinois Building at 160 North La Salle Street in Chicago the Michael Bilandic Building.
Designates I-39 from its point of origin in Winnebago County to its intersection with I-88 as E.J. "Zeke" Giorgi Highway.
Mourns the loss of the crew of the Space Shuttle Columbia.
