Amends the Department of Public Health Act. Makes technical changes in a Section concerning the powers of the Department.
Amends the Department of Human Services Act. Makes a technical change in a Section concerning the legislative purpose of the Act.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois and the State Finance Act. Provides that the Department of Public Health shall, subject to appropriation, sample and collect data concerning (i) the effectiveness of existing methods for treating or preventing obesity; (ii) the effectiveness of alternate methods for treating or preventing obesity; (iii) the fiscal impact of treating or preventing obesity; (iv) the compliance and cooperation of patients with various methods of treating or preventing obesity; and (v) any reduction in serious medical problems associated with diabetes that result from treating or preventing obesity. Requires the Department to report its findings to the General Assembly by March 1, 2005. Creates the Obesity Study and Prevention Fund, a special fund in the State treasury, in order to provide funding for this research. Effective July 1, 2003.
Amends the Children's Health Insurance Program Act to extend the sunset date for the Act from July 1, 2003 to July 1, 2006. Effective immediately.
Amends the Chicago School District Article of the School Code. Changes the name of an attendance center's professional personnel advisory committee to a professional personnel leadership committee. Provides that the purpose of the committee is to reach optimal decisions jointly with the principal and local school council on matters of educational program (instead of providing advice). Changes the membership of the committee by providing that the committee shall consist of 7 members who are certified classroom teachers or other certificated personnel and the 2 teacher members of the local school council (one or both of whom shall chair the committee). Gives the committee the authority to gather information from school staff through interviews or questionnaires without prior approval. Adds provisions concerning the committee with respect to reviewing and making recommendations regarding the school improvement plan and the school budget, reporting on the progress and problems of plan implementation, developing the school's curriculum, and making other educational improvement recommendations. Effective July 1, 2003.
Amends the Unified Code of Corrections. Makes a technical change in a Section requiring the Department of Corrections to designate those institutions and facilities that are maintained for persons assigned as adults and as juveniles.
Amends the Code of Civil Procedure. Extends, for one year after the effective date of this amendatory Act, the authority of the Grand Avenue Railroad Relocation Authority to use quick-take proceedings for the Grand Avenue Railroad Grade Separation Project within the village of Franklin Park, Illinois. Effective immediately.
Amends the Illinois Municipal Code. Provides that any municipality may enter into a long-term energy contract, even if the length of the contract would exceed the term of office of the corporate authorities that approved the contract. Effective July 1, 2003.
Amends the School Code. Provides that a school district's State aid claim shall be certified and filed with the regional superintendent of schools by June 21 (instead of July 1). Provides that the regional superintendent shall certify the county report of claims by July 1 (instead of July 15). Provides that electronically submitted State aid claims shall be submitted by duly authorized district or regional individuals over a secure network that is password protected. Also makes changes concerning sworn statements. Effective July 1, 2003.
Amends the School Code. Repeals provisions concerning the Reading Improvement Block Grant Program. Provides instead that the State Board of Education shall make reading improvement grants to school districts in order to improve the reading and study skills of students in kindergarten through twelfth grade (from a separate appropriation made for these purposes). Provides that the State Board may use up to 2% of the appropriation for the purpose of providing teacher training and retraining. Provides that of the remaining funds (i) up to the first $5,000,000 in new funds in the 2003-2004 school year shall be distributed to districts serving grades 7 through 12 and (ii) the remainder of the appropriation shall be distributed to districts serving kindergarten through grade 6. Includes provisions concerning application requirements, reporting assessment results, eligibility in the third or subsequent years, requirements for the use of grants, and reporting results to the General Assembly. Effective July 1, 2003.
Amends the Clinical Psychologists Lien Act, the Dentists Lien Act, the Emergency Medical Services Personnel Lien Act, the Home Health Agency Lien Act, the Hospital Lien Act, the Physical Therapist Lien Act, and the Physicians Lien Act. Provides that the total amount of all liens under those Acts and subrogation claims may not exceed one-third of the sum paid to an injured person based on a claim or a right of action. Effective June 1, 2003.
Amends the State Comptroller Act. In provisions concerning deductions from warrants, prohibits the State Comptroller from deducting for payments to institutions from the Illinois Prepaid Tuition Trust Fund. Amends the Illinois Prepaid Tuition Act. Removes a provision that excludes specified sectarian educational organizations from the definition of "nonpublic institution of higher education". Provides that the State Comptroller shall not offset moneys paid from the Illinois Prepaid Tuition Trust Fund. Provides that the Illinois Student Assistance Commission's explicit contractual obligation in the prepaid tuition contract to provide a specific number of credit hours of undergraduate instruction must not exceed the maximum (instead of the median) number of credit hours required for the conference of a degree. Removes a provision that limits the length of time of an installment contract. Effective July 1, 2003.
