Amends the Criminal Code of 1961. Includes, in the offense of aggravated battery, committing a battery against hospital personnel (rather than hospital emergency room personnel) engaged in their official duties, committing a battery to prevent them from performing their official duties, or committing a battery in retaliation for performing their official duties. Effective immediately.
Amends the Department of Human Services Act. Requires the Department of Human Services, in consultation with the Department of Public Health, to conduct a public information campaign to (i) educate women about the benefits of consuming folic acid before and during pregnancy to improve their chances of having a healthy baby and (ii) increase the consumption of folic acid by women of child-bearing age.
Amends the Telecommunications Article of the Public Utilities Act. Provides that telecommunications carriers that provide directory assistance service shall provide that service to their legally blind customers at no charge. Effective immediately.
Amends the Code of Civil Procedure. Makes technical changes in the short title Section.
Amends the Open Meetings Act. Allows closed meetings to consider security procedures with respect to dangers to the public. Effective immediately.
Amends the Circuit Courts Act. Makes a technical change in a Section concerning the courts' powers.
Amends the Illinois Vehicle Code. Provides that the owner (instead of the driver) of a vehicle is responsible for paying fines, charges, and costs on an abandoned vehicle and may be penalized for failure to do so.
Amends the Illinois Act on the Aging. Requires all financially eligible applicants and recipients (now, all applicants and recipients) of services of the Department on Aging to apply for medical assistance under Article V of the Illinois Public Aid Code.
Amends the Illinois Procurement Code. Provides that a contractor may be suspended for a period of up to 10 years (now, for a period of up to 5 years) for violating the Code or for failure to conform to specifications or terms of delivery. Effective immediately.
Amends the School Code. Requires sex education materials and instruction to advise pupils of the provisions of the Abandoned Newborn Infant Protection Act. Effective immediately.
Amends the Illinois Vehicle Code. Prohibits installation on a motor vehicle of a traffic control signal preemption device, a device that changes a traffic control signal to a green light or extends the duration of a green light. Prohibits unauthorized operation of the device. Provides that the device may be installed on specified emergency vehicles or commuter buses. Specifies the conditions and circumstances under which a device installed on one of those vehicles may be operated. Provides that violation of the provision is a Class A misdemeanor. Effective immediately.
Makes appropriations to the Department on Aging for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
