Amends the Liquor Control Act of 1934. Provides that alcoholic liquor may be served or delivered in any building or facility under the control of the Department of Natural Resources upon the written approval of the Director of Natural Resources. Provides that the Director of Natural Resources may specify conditions on that approval. Effective January 1, 2004.
Amends the Illinois Dental Practice Act. Provides that a dentist's written order to a hygienist of necessary services for patients in a long-term care facility or a mental health or developmental disability facility who are unable to travel to a dental office must be implemented within 120 (rather than 90) days of its issuance.
Creates the Uniform Child-Custody Jurisdiction and Enforcement Act. Sets forth standards for child-custody jurisdiction determinations. Creates a process for the enforcement of interstate child-custody and visitation determinations. Repeals the Uniform Child Custody Jurisdiction Act (UCCJA). Amends the Illinois Public Aid Code, the Intergovernmental Missing Child Recovery Act of 1984, the Criminal Code of 1961, the Code of Criminal Procedure of 1963, the Illinois Marriage and Dissolution of Marriage Act, and the Illinois Domestic Violence Act of 1986 by making changes to conform to the creation of the new Act and the repeal of the old Act. Effective January 1, 2004.
Amends the Criminal Code of 1961. Creates the offense of endangering the life and health of an emergency service provider. Provides that it is a Class X felony if an emergency service provider experiences death, great bodily harm, disability, or disfigurement as a result of entering a structure containing a clandestine drug laboratory designed or intended to produce an unlawful controlled substance or designed or intended to produce ingredients used in the manufacture of an unlawful controlled substance. Effective immediately.
Amends the Department of Human Services Act. Provides that the Department of Human Services, subject to appropriation, may make grants to special recreation associations for the operation of recreational programs for the handicapped and transportation to and from those programs. Provides that the Department must adopt rules to implement the grant program. Effective immediately.
Amends the School Code. Provides that a speech and language pathologist who possesses a certificate under Article 21 of the School Code shall neither be required to have an employment or contractual relationship directly with the school district he or she serves nor be prohibited from serving in a school setting while employed by a person or entity other than a school district if the speech and language pathologist neither performs nor offers to perform any functions in the school setting that impart information in a classroom or classroom-like setting involving one or more students. Effective immediately.
Amends the School Code. Provides that a School Service Personnel Certificate with a speech-language pathologist endorsement shall be issued to a speech-language pathologist who meets specified criteria. Amends the Illinois Speech-Language Pathology and Audiology Practice Act. Provides that a person who has made application to the Department for a license to practice speech-language pathology or audiology may practice without a license pending disposition of the license application by the Department if specified criteria are met. Provides that a person who undertakes supervised professional experience as a speech-language pathologist must obtain a temporary license from the Department. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "medical assistance" Article of the Code.
Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Requires coverages under those Acts to include benefits for outpatient prescription contraceptive drugs and devices and outpatient contraceptive services.
Amends the Child Passenger Protection Act. Provides that every person, when transporting a child at least 4 years of age but under 12 years of age in certain vehicles, is responsible for securing that child in seat safety belts or in a federally approved lap-and-shoulder belt system and a booster seat designed for a child weighing 40 or more pounds but not more than 80 pounds or a child less than 4 feet 9 inches in height. Provides that failure to secure the child as required does not constitute contributory negligence and is not admissible as evidence in the trial of any civil action.
Amends the Teacher Certification Article of the School Code. Notwithstanding any other requirements to the contrary, provides that if a standard teaching certificate has been maintained as valid and active for the 5 years of the certificate's validity and the certificate holder has earned 120 continuing professional development units before July 1, 2002, the certificate shall be renewed as valid and active regardless of the fact that the holder has not completed any other additional credits. Effective immediately.
Amends the Unified Code of Corrections relating to persons found not guilty by reason of insanity. Provides that the court may order the Department of Human Services to provide care to a person conditionally released. Provides for additional 5-year periods of conditional release after a hearing. Makes other changes.
