HB 1382: PARENTAGE ACT-REMOVAL

Amends the Illinois Parentage Act of 1984. Provides that in any action brought under the Act for the initial determination of custody or visitation of a child or for modification of a prior custody or visitation order, the court may enjoin a party having physical possession or custody of a child from removing the child from Illinois pending the adjudication of the issues of custody and visitation. Provides that injunctive relief shall be governed by the relevant provisions of the Code of Civil Procedure. Provides that, in entering a judgment concerning custody, joint custody, removal, or visitation (now, custody, joint custody, or visitation) and in modifying a judgment concerning custody, visitation, or removal (now, custody or visitation), the court shall apply the relevant standard of the Illinois Marriage and Dissolution of Marriage Act. Effective immediately.

HB 3508: EPA-PERFORMANCE TRACK PROGRAM

Amends the Environmental Protection Act. Provides that Environmental Management System Agreements may be executed with participants in the Federal Performance Track Program if the provisions of the Agreements are acceptable to the Environmental Protection Agency. Deletes provisions that require the Agency to adopt rules concerning Agreements if 6 or more Agreements are adopted. Provides that the Agency may terminate an Agreement if participation in the Federal Performance Track Program ceases. Effective immediately.

HB 2863: MARRIAGE ACT-CHILD SUPPORT

Amends the Illinois Marriage and Dissolution of Marriage Act. Raises the minimum amount support percentage of the supporting party's net income to 28% for 2 children (from 25%). Effective immediately.

HB 32: STATE AGENCY WEB SITE ACT

Creates the State Agency Web Site Act. Provides that State agency Web sites may not use permanent cookies or any other invasive tracking programs that monitor and track Web site viewing habits; however, a State agency Web site may use transactional cookies that facilitate business transactions. Creates the Internet Privacy Task Force and specifies its membership. Provides that the Task Force shall explore the technical and procedural changes that are needed in the State's computing environment to ensure that visits to State Web sites remain private, identify the threats to privacy from browsers, search engines, Web servers, Internet service providers, and State agencies and make recommendations as needed, and, if needed, devise procedures for creating or installing computer programs on State host computers that will disable cookies and other invasive programs. Provides that the Task Force shall submit reports to the Governor and the General Assembly by December 31 of each year.

HB 1121: HORSE FEED CHECKOFF

Creates the Illinois Equine Research and Promotion Act. Requires the University of Illinois Extension to conduct a referendum among Illinois equine owners as to the collection and use of an assessment on the purchase of commercial horse feed for research and promotion of the equine industry. If the referendum passes, requires appointment by an industry organization of an Illinois Equine Industry Research and Promotion Board to levy and determine the use of the assessment. Sets the assessment at $2 per ton or 5 cents per 50-pound bag. Establishes procedures for the collection and refund of the assessment and for the Board's operations. Effective immediately.

HB 3091: CRIM CD-KIDNAP-INCREAS PENALTY

Amends the Criminal Code of 1961. Provides that a person who, while in the course of committing kidnapping against a child under 16 years of age, commits a forcible felony against the child or who commits any of certain enumerated violations of the Code is not eligible for probation. Provides that a person who, while committing one of certain forms of child abduction, commits a forcible felony against the child or commits any of certain enumerated violations of the Code commits a Class 2, non-probationable felony (now Class 4 felony for the first offense and Class 3 felony for a second or subsequent offense).

HB 3608: DHS-IDPA-TANF-HEALTH INSURANCE

Amends the Illinois Public Aid Code. Requires the Department of Human Services and the Department of Public Aid to jointly establish an interagency committee to (1) assist the departments in making recommendations on incorporating health care advocates into education, training, and placement programs for TANF recipients, (2) develop more outreach and educational materials to help TANF families make informed choices concerning health insurance and health care, and (3) develop methods to simplify the process of applying for Medicaid. Effective immediately.

HB 2848: EARLY INTRVENTN SRVCS-CONTRACT

Amends the Early Intervention Services System Act. Provides that contracts with or grants to regional intake entities must be made subject to public bid under a request for proposals process no later than July 1, 2005.

HB 1412: ASSISTED LIVING-FLOATING LIC

Amends the Assisted Living and Shared Housing Act. Provides that a requirement for licensure is substantial compliance with provisions of the Act concerning Alzheimer and dementia programs. Provides that Alzheimer and dementia programs must comply with all of the provisions of the Act (rather than just the provisions specifically dealing with Alzheimer and dementia programs). Provides that no public official, agent, or employee may place the name of an unlicensed establishment on a list of programs in a geographic area. Provides that an establishment may request a floating license for any number of individual living units within the building within which a resident may receive mandatory and optional services under the establishment's license. Provides that an establishment with a floating license must keep a current written list of all individual living units designated under the floating license. Makes other changes. Effective immediately.

HB 2866: COAL & ELECTRIC GENERATION

Creates the Illinois Coal Mining and Electric Generation Act. Provides that the goal of the Act is to provide partial financing for the construction of new electric generating facilities in Illinois. Amends the Energy Conservation and Coal Development Act. Provides that new power generation shall be included in the strategies and recommendations made by the Illinois Coal Development Board concerning the promotion of environmentally responsible uses of Illinois coal for meeting electric power supply requirements. Amends the Illinois Coal and Energy Development Bond Act to provide that "coal" and "coal resources" include coal, a coal product or by-product, including the generation of electricity and synthetic fuels (now, including electricity and synthetic fuels). Amends the General Obligation Bond Act. Increases bonding authority by $500,000,000 for the purpose of partially financing new coal burning electric generating facility projects that use Illinois coal and are sited adjacent to Illinois coal mines. Effective July 1, 2003.
