Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF District created by an ordinance adopted on December 29, 1986 by the City of Collinsville must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the current address of a recipient who was a victim of a felony or a witness to a felony shall be made available upon request to a State's Attorney or a State's Attorney's investigator. Amends the Unemployment Insurance Act. Provides that the Department of Employment Security shall make available to a State's Attorney or a State's Attorney's investigator, upon request, the current address or, if the current address is unavailable, current employer information, if available, of a victim of a felony or a witness to a felony or a person against whom an arrest warrant is outstanding. Effective January 1, 2004.
Amends the Downstate Teacher Article of the Illinois Pension Code. Allows certain retired teachers to remain in retirement status and continue to receive their retirement annuities while engaging in employment in a designated subject shortage area. Amends the State Employees Group Insurance Act of 1971 to provide that health insurance benefits under the State and TRIP plans are suspended while the annuitant is covered as an active teacher. Amends the School Code to require regional superintendents of schools to certify school district compliance with certain requirements of the program. Effective immediately.
Amends the Hospice Program Licensing Act. Changes the definition of terminally ill to include a patient that has a life expectancy of one year or less (rather than 6 months or less). Makes changes in the definition of "hospice service plan". Effective immediately.
Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the School Code. Establishes program requirements for the statewide child abduction emergency alert system of the Department of State Police. Requires the Department of State Police and the Department of Transportation to coordinate in the use of electronic highway message signs to convey abduction information. Requires the Department of State Police to establish a task force to monitor and review implementation and operation of the child abduction alert system. Requires the Department of State Police and the Illinois Emergency Management Agency to coordinate in the development of a promotional program on child abduction prevention and response. Requires the Illinois Law Enforcement Training Standards Board to train local law enforcement personnel in the child abduction alert system. Requires the Department of State Police and the State Board of Education to coordinate in the development of child abduction prevention instruction to be included in school curricula. Requires the Department of State Police to appoint an uncompensated Child Safety Coordinator to advocate for State standards for child safety from kidnapping and abduction. Prohibits the use of new appropriations for the Coordinator's expenses. Effective immediately.
Amends the Elder Abuse and Neglect Act. Requires the Department on Aging to establish and coordinate specified elder abuse training and education programs and to establish a database of caregivers convicted of certain offenses against the elderly or disabled. Provides that mandated reporters who fail to report abuse, neglect, or financial exploitation are guilty of a Class A misdemeanor. Amends the Criminal Code of 1961. Changes elements of and penalties for the offenses of abuse and neglect of a long term care facility resident, criminal neglect of an elderly person or person with a disability (instead of "elderly or disabled person"), and financial exploitation of an elderly person or person with a disability. Amends the Code of Criminal Procedure of 1963. Permits victims of certain offenses against the elderly to testify through an evidence deposition rather than appear in court. Amends the Unified Code of Corrections. Permits the court to sentence a person convicted of certain offenses against the elderly or disabled to community service, impact incarceration, or an alcohol or substance abuse program. Amends the Probate Act of 1975. Provides that persons convicted of certain offenses against the elderly or disabled may not inherit property from a victim. Makes other changes.
Amends the Freedom of Information Act. Provides that the exemption from inspection and copying requirements for architects' plans and engineers' technical submissions includes but is not limited to specified utility, transportation, public, and government facilities. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the optional plates issued to the owner of a vehicle exempt from registration under the Code are issued for a single fee of $13 (rather than being issued for a fee of $13 for a 2-year registration period). Effective January 1, 2004.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Beginning on July 1, 2003, exempts fire protection districts from paying the tax imposed by these Acts on motor fuel purchased for use in fire trucks. Amends the Motor Fuel Tax Law. Beginning on July 1, 2003, exempts fire protection districts from paying the 19 cents per gallon tax on motor fuel (21.5 cents per gallon for diesel) purchased for use in fire trucks. Provides that the exemptions are not subject to the sunset provisions of the Acts. Effective July 1, 2003.
Amends the Property Tax Code. Provides for a housing opportunity tax abatement program for the purpose of promoting access to housing near work and to alleviate the concentration of low-income households in areas of high poverty. Sets forth application procedures and requirements for obtaining an abatement. Applies in townships meeting certain requirements. Applies to tax years 2004 through 2014. Effective immediately.
Creates the Economic Development Act of 2003. Contains only a short title provision.
Amends the Housing Authorities Act. In the case of a housing authority in a municipality over 1,000,000, provides that 2 of the additional commissioners shall be appointed from a list presented by tenants' associations for initial terms of 5 years. Provides that the third additional commissioner shall be appointed from the officers of the tenants' associations, for a term to commence no later than 90 days after the associations' elections of officers and to terminate upon the appointment of a new commissioner.
