Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning appeals by the State.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Code of Criminal Procedure of 1963. Defines "unavailability as a witness" to include circumstances in which the declarant: (1) is exempted by ruling of the court on the ground of privilege from testifying concerning the subject matter of the declarant's statement; (2) persists in refusing to testify concerning the subject matter of the declarant's statement despite an order of the court to do so; (3) testifies to a lack of memory of the subject matter of the declarant's statement; (4) is unable to be present or to testify at the hearing because of health or then existing physical or mental illness or infirmity; (5) is absent from the hearing and the proponent of the statement has been unable to procure the declarant's attendance by process or other reasonable means; or (6) is a crime victim as defined in the Rights of Crime Victims and Witnesses Act and the failure of the declarant to testify is caused by the defendant's intimidation of the declarant. Presently, unavailability is limited to the situation in which the declarant persists in refusing to testify concerning the subject matter of the declarant's statement despite an order of the court to do so. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "conviction".
Amends the Illinois Enterprise Zone Act. Provides that beginning in the calendar year 2004 and until December 31, 2008, a total of 5 additional enterprise zones may be certified by the Department of Commerce and Community Affairs.
Amends the Illinois Educational Labor Relations Act. Removes a provision that provides that: (i) the sole appropriate bargaining unit for academic faculty at the University of Illinois shall be a unit that is comprised of non-supervisory academic faculty employed more than half-time and that includes all tenured, tenure-track, and nontenure-track faculty employed by the University's board of trustees; and (ii) any decision, rule, or regulation promulgated by the Illinois Educational Labor Relations Board to the contrary is null and void.
Creates the Videotaped Confessions Act. Contains only a short title.
Amends the Illinois Public Labor Relations Act. Makes a technical change in a Section concerning grievance procedures.
Amends the Telecommunications Article of the Public Utilities Act. Requires telecommunications carriers to provide at least 2 weeks notice before discontinuing service on dedicated lines for fire alarms.
Amends the Property Tax Code. Provides that the county board may make expenditures from the Tax Sale Automation Fund in order to defray the cost of providing electronic access to property tax collection records and delinquent tax sale records. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in the statute concerning first degree murder.
Amends the Park District Code. Allows a park district to use competitive selection and the prequalification of responsible bidders in connection with design/build projects. Sets the procedures that must be followed when awarding design/build contracts.
