Amends the Day and Temporary Labor Services Act. Provides that third party employers are prohibited from entering into contracts for the employment of day or temporary laborers with any person or entity not registered as a day and temporary labor service agency. Provides that the Department of Labor is authorized to inspect, at all reasonable times, contracts for the employment of all day or temporary laborers entered into by third party employers.
Creates the Illinois Civil Rights Act of 2003. Prohibits any unit of State, county, or local government from excluding a person from participation in, denying a person the benefits of, or subjecting a person to discrimination under any program or activity on the grounds of his or her race, color, or national origin and from using criteria or methods of administration that have the effect of subjecting individuals to discrimination because of their race, color, or national origin. Authorizes a person to bring a lawsuit for a violation of the Act in State or federal court.
Creates the Gender Violence Act. Provides that any person who has been subjected to gender-related violence may bring a civil action for damages, injunctive relief, or other appropriate relief against the person who committed that act. Requires commencement of an action within 10 years after the cause of action accrued or, if the person is a minor, within 7 years after the person turns 18. Applies only to causes of action accruing on or after the bill's effective date.
Amends the Criminal Code of 1961. Provides that that the statute that prohibits a person from possessing a device or attachment of any kind designed, used, or intended for use in silencing the report of any firearm and that prohibits the possession of a sawed-off rifle or shotgun, machine gun, and of certain bombs does not apply to a business entity that designs, develops, and manufactures ammunition and uses that device, attachment or weapon solely for the purpose of testing the ammunition for legitimate business purposes. Provides that the Department of State Police, upon proper determination, shall issue a certificate of exemption from the unlawful use of weapons provisions. Effective immediately.
Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 1993. Makes a technical change in a Section concerning temporarily suspending a license.
Amends the State Employee Indemnification Act. Makes technical changes in a Section concerning reimbursements to former State employees.
Amends the Counties Code. Makes technical changes in a Section concerning boundaries.
Creates the Council on Responsible Fatherhood Act. Creates the Council on Responsible Fatherhood. Provides for the appointment of members to the Council. Sets the duties of the Council. Requires the Council on Fatherhood to establish a responsible fatherhood initiative. Sets the goals and components of the fatherhood initiative. Provides that the Act is repealed on July 1, 2005. Amends the State Finance Act to create the Responsible Fatherhood Fund. Effective immediately.
Amends the Mortgage Certificate of Release Act. Changes the sunset date of the Act to 2006 (from 2004). Effective immediately.
Amends the Freedom of Information Act. Makes a technical change in a Section concerning the short title.
Amends the Abused and Neglected Child Reporting Act and the Criminal Code of 1961. Provides that a person is guilty of a Class 4 felony (instead of a Class A misdemeanor) if he or she knowingly transmits a false report of child abuse or neglect to DCFS or knowingly and willfully commits another violation of the Abused and Neglected Child Reporting Act's mandated reporting provisions. Provides that a person is guilty of a Class 3 (instead of Class 4) felony for a second or subsequent violation. Effective immediately.
Amends the Illinois Public Labor Relations Act to provide that the Act is not applicable to units of local government employing less than 35 employees at the time the Petition for Certification or Representation is filed. Provides that bargaining units certified by the Board that fall below 35 employees after certification remain subject to the Act.
