Amends the Illinois Vehicle Code. Provides that a driver must stop his or her vehicle before meeting or overtaking, from either direction, a school bus stopped at any location (rather than on a highway or on other specified roadways) for the purpose of receiving or discharging pupils. Effective immediately.
Amends the Illinois Vehicle Code and the Criminal Code of 1961. Provides that the vehicle of a person who drives without a license and without insurance and causes death or personal injury to another person is subject to seizure and forfeiture. Effective immediately.
Amends the Illinois Vehicle Codes. Sets a minimum fine for a violation of proper driving conduct when approaching a stationary authorized emergency vehicle. Effective immediately.
Creates the Interagency Coordinating Committee on Transportation Act. Creates the Illinois Coordinating Committee on Transportation to foster the coordination of public and private transportation services and establishes its membership, duties, and powers. Provides that the Governor or his or her designee shall serve as chairperson, and that the Secretary of Transportation and a representative of a community based organization in transportation, or their designees, shall serve as vice-chairpersons and be responsible for staff support for the Committee. Effective immediately.
Amends the Illinois Vehicle Code. Provides that specified vehicles and combinations of vehicles manufactured before or in the model year 2014 (rather than 2004) and first registered in Illinois before January 1, 2015 (rather than January 1, 2005) are allowed certain specified weights on their axles. Provides that vehicles of the specified types manufactured after the model year 2014 (rather than 2004) or registered in Illinois after December 31, 2014) (rather than December 31, 2004) are subject to specified stricter weight restrictions. Provides that any combination of vehicles registered as Special Hauling Vehicles that has had its cargo container replaced in its entirety after December 31, 2014 (rather than after December 31, 2004) may not exceed specified weights. Effective January 1, 2004.
Amends the Illinois Vehicle Code. Changes the requirements for a person who is under the age of 18 to operate a motorcycle to include successful completion of a motorcycle training course approved by the Illinois Department of Transportation (instead of just completing the course). Effective January 1, 2004.
Amends the Property Tax Code. Provides that a township or multi-township assessor who has served as a township or multi-township assessor for 12 years or more is qualified to hold office if he or she has a Certified Illinois Assessing Official certificate from the Illinois Property Assessment Institute with a minimum of 360 additional hours of successfully completed courses approved by the Department of Revenue, if at least 180 of the course hours required a written examination. Effective immediately.
Amends the Criminal Code of 1961 and the Illinois Vehicle Code. Provides that if a defendant commits reckless homicide in a construction or maintenance zone and kills a person working in the zone, the defendant is guilty of a Class 2 felony and, if sentenced to a term of imprisonment, shall be sentenced to not less than 6 years and not more than 28 years. Provides that speeding in a construction or maintenance zone when workers were present shall be presumed to be evidence of a reckless act unless disproved by evidence to the contrary. Creates the offense of aggravated reckless driving in a construction or maintenance zone, a Class 3 felony. Provides that a person commits the offense if he or she drives in a construction zone with a willful or wanton disregard for the safety of persons or property and as a result causes great bodily harm or permanent disability or disfigurement to a person working in the zone. Provides that speeding in a construction or maintenance zone when workers were present and causing serious injury to a worker shall be presumed to be evidence that the person was driving with a willful or wanton disregard for the safety of persons or property unless disproved by evidence to the contrary.
Amends the Illinois Highway Code. Provides that the fine for obstructing a highway is not less than $50 nor more than $500 (rather than not less than $10 nor more than $100) and that the fine for leaving the obstruction on the highway after being ordered to remove it by the highway authority having jurisdiction is $50 (rather than $10) per day. Effective immediately.
Amends the Illinois Parentage Act of 1984. Provides that in any action brought under the Act for the initial determination of custody or visitation of a child or for modification of a prior custody or visitation order, the court may enjoin a party having physical possession or custody of a child from removing the child from Illinois pending the adjudication of the issues of custody and visitation. Provides that injunctive relief shall be governed by the relevant provisions of the Code of Civil Procedure. Provides that, in entering a judgment concerning custody, joint custody, removal, or visitation (now, custody, joint custody, or visitation) and in modifying a judgment concerning custody, visitation, or removal (now, custody or visitation), the court shall apply the relevant standard of the Illinois Marriage and Dissolution of Marriage Act. Effective immediately.
Amends the Environmental Protection Act. Provides that Environmental Management System Agreements may be executed with participants in the Federal Performance Track Program if the provisions of the Agreements are acceptable to the Environmental Protection Agency. Deletes provisions that require the Agency to adopt rules concerning Agreements if 6 or more Agreements are adopted. Provides that the Agency may terminate an Agreement if participation in the Federal Performance Track Program ceases. Effective immediately.
Amends the Illinois Marriage and Dissolution of Marriage Act. Raises the minimum amount support percentage of the supporting party's net income to 28% for 2 children (from 25%). Effective immediately.
