America's Red Rock Wilderness Act This bill designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin, (2) Grand Staircase-Escalante, (3) Moab-La Sal Canyons, (4) Henry Mountains, (5) Glen Canyon, (6) San Juan-Anasazi, (7) Canyonlands Basin, (8) San Rafael Swell, and (9) Book Cliffs and Uinta Basin. The bill sets forth administrative requirements for (1) the exchange of state-owned lands within such areas, (2) federal reservation of water rights, (3) measurement of setbacks for roads with adjacent wilderness, (4) authorized livestock grazing, and (5) withdrawal of such lands from disposition under certain public land laws.
Drinking Water and Wastewater Infrastructure Act of 2021 This bill reauthorizes through FY2026 or establishes a variety of programs for water infrastructure. Specifically, it supports programs to provide safe drinking water or treat wastewater, such as sewer overflows or stormwater. For example, the bill reauthorizes and revises the clean water state revolving fund (SRF) and the drinking water SRF.
Ending Nicotine Dependence from Electronic Nicotine Delivery Systems Act of 2021 or the END ENDS Act of 2021 This bill prohibits any e-liquid from having a concentration of nicotine higher than 20 milligrams per milliliter. (An e-liquid is a liquid intended for use with an electronic nicotine delivery system such as an e-cigarette or vape pen.) The Food and Drug Administration may lower this cap to a minimally addictive or non-addictive level.
COVID Vaccine Transportation Access Act This bill establishes a grant program to remove transportation barriers in accessing COVID-19 vaccination sites. It also requires the federal government to cover the full cost of nonemergency transportation benefits related to accessing a COVID-19 vaccine for Medicaid recipients. Specifically, the Department of Health and Human Services must award the grants through state health agencies to nonprofits that have experience providing services to communities with disparities in health status and health care access. Grant-funded projects may include prescheduled or on-demand transportation to and from COVID-19 vaccination sites.
Jonny Wade Pediatric Cancer Research Act This bill terminates (1) the taxpayer election to designate $3 of income tax liability for financing of presidential election campaigns, (2) the Presidential Election Campaign Fund, and (3) the Presidential Primary Matching Payment Account. The Department of the Treasury must transfer the funds remaining in the Presidential Election Campaign Fund to the 10-Year Pediatric Research Initiative Fund. The National Institutes of Health (NIH) must prioritize certain pediatric research that does not replicate existing NIH research activities.
Online Consumer Protection Act This bill requires social media platforms and online marketplaces to establish and maintain terms of service that include a consumer protection policy. The terms must cover issues such as payment methods, content ownership, and policies related to sharing user content with third parties. Further, the consumer protection policy must address what content or products are permitted on the platform or marketplace and how content or products may be blocked, removed, or modified. Social media platforms and online marketplaces must develop and implement a consumer protection program to maintain compliance with their consumer protection policies and other consumer protection laws. Platforms and marketplaces above certain revenues or monthly users also must submit to the Federal Trade Commission annual filings with respect to the requirements of this bill. The bill provides for enforcement by the commission, state attorneys general, and private civil action.
Maximizing Outcomes for Moms through Medicaid Improvement and Enhancement of Services Act or the MOMMIES Act This bill establishes a series of programs and requirements under Medicaid and the Children's Health Insurance Program (CHIP) relating to maternal health. For example, the bill expands eligibility for coverage under Medicaid and CHIP from 60 days to one year after the last day of pregnancy and requires such coverage to include oral health services. The bill also establishes a demonstration program in which states receive grants to implement or expand models for maternity care homes that provide services to Medicaid or CHIP beneficiaries. The Government Accountability Office must report on (1) gaps in coverage under Medicaid and CHIP for pregnant and postpartum women, and (2) the use of telehealth by state Medicaid programs to increase access to maternity care.
Motor Carrier Safety Selection Standard Act This bill establishes a standard of care for the selection of brokers and other entities that contract with motor carriers for the shipment of goods or household goods. A broker is a person, other than a motor carrier or an employee or agent of a motor carrier, that as a principal or agent sells, offers for sale, negotiates for, or holds itself out by solicitation, advertisement, or otherwise as selling, providing, or arranging for, transportation by motor carrier for compensation. Specifically, the bill requires such entities to verify that a transporting motor carrier (1) is properly registered with the Department of Transportation (DOT); (2) has obtained the minimum required insurance coverage; and (3) is not determined unfit to safely operate commercial motor vehicles, or otherwise ordered to discontinue operations by the Federal Motor Carrier Safety Administration or a state. DOT must prescribe by regulation a process for revoking the registration of an owner or operator determined unfit to safely operate a commercial motor vehicle.
Digital Trade for Development Act This bill prohibits the President from designating any country as a beneficiary developing country if the country restricts digital trade to the detriment of U.S. development goals, strategic interests, or competitiveness. A country with such designation receives preferential trade treatment under the Generalized System of Preferences. When designating any country as a beneficiary developing country, the President must, in addition to other factors, consider the extent to which such country has (1) refrained from imposing or eliminated digital trade barriers, and (2) taken steps to support consumer protections and the privacy of personal information online and to extend the benefits of digital trade to all.
21st Century Federal Writers' Project Act This bill creates a grant program in the Department of Labor to provide eligible entities with funds to assist individuals who are unemployed or underemployed in order to document in writing and images American society and the broad impacts and effects of the COVID-19 pandemic in the United States. In addition, Labor must (1) establish a repository of works developed through the grant program in which grantees submit completed works from subgrantees, including giving credit to each writer or artist, and make such works available to the public; and (2) forward the completed work to the Library of Congress to archive such material. The Library must establish an archive program in its American Folklife Center for collection and public availability, in a digital format of such written and visual works.
COVID-19 Memorial Quilt Act of 2021 This bill directs the Smithsonian Institution and the American Folklife Center at the Library of Congress to jointly carry out a project to be known as the "COVID-19 Pandemic Memorial Quilt Project" to honor and remember Americans who have lost their lives to the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes the Congressional Advisory Panel on Honoring Victims of the COVID-19 Pandemic. The panel shall develop and submit a plan to carry out the memorial quilt project.
Adoption Tax Credit Refundability Act of 2021 This bill makes the tax credit for adoption expenses refundable.
