Healthy Future Students and Earth Pilot Program Act of 2021 This bill establishes a pilot program for providing 100% plant-based food and milk options in school meals. The Department of Agriculture must award up to 50 grants to school food authorities. Recipients may use funds for activities including training food service personnel on serving 100% plant-based options and covering additional costs of buying plant-based foods and milks.

HR 4104: Vanessa Guillén Military Justice Improvement and Increasing Prevention Act

Vanessa Guillén Military Justice Improvement and Increasing Prevention Act This bill modifies the process and policy related to the disposition of charges and convening of courts-martial for certain sexual assault cases and other specified offenses under the Uniform Code of Military Justice (UCMJ). Among other elements, the bill provides that the determinations on the preferral, disposition, and referral of charges for specified offenses under the UCMJ must be made by a commissioned officer of the Armed Forces who is designated as a court-martial convening authority (in grade O-6 or higher) and who is available for detail as trial counsel, has significant trial experience, and is outside the chain of command of the member subject to the charges.

HR 4071: Foreign Gain-of-Function Research Prevention Act of 2021

Foreign Gain-of-Function Research Prevention Act of 2021 This bill prohibits the use of federal funds to conduct or support gain-of-function research involving potential pandemic pathogens by China, Russia, Iran, North Korea, or other foreign adversaries. Gain-of-function research is any research that is anticipated to confer an attribute on a pathogen to enhance its pathogenicity or transmissibility in mammals. If the Department of State finds that an entity has used funds for prohibited research, the entity may not receive any federal funding for a period of five years.

HR 4062: Consensual Donation and Research Integrity Act of 2021

Consensual Donation and Research Integrity Act of 2021 This bill requires entities that acquire or transfer human bodies or body parts for education, research, or the advancement of medical, dental, or mortuary science to register with the Department of Health and Human Services. Registered entities must comply with record-keeping, labeling, packaging, and disposition requirements. The registration and related requirements do not apply to the acquisition or transfer of human bodies or body parts for use in human transplantation.

HR 4027: Efficient Grid Interconnection Act of 2021

Efficient Grid Interconnection Act of 2021 This bill establishes requirements concerning (1) the equitable allocation of costs for electric grid upgrades; and (2) the deployment of grid enhancing technology or equipment that increases the capacity, efficiency, or reliability of a transmission facility or transmission system. Specifically, it directs the Federal Energy Regulatory Commission (FERC) to issue regulations that require public electric utilities to allocate the cost of upgrades to the electric grid, such as upgrades to interconnect renewable generation projects, among all customers that benefit from the upgrades. In determining which parties benefit, FERC must consider all material benefits of the network upgrade, including environmental benefits and those that cannot be directly quantified. In addition, FERC must issue regulations that apply to regional transmission organizations, independent system operators, or transmission planning coordinators when they are processing requests to interconnect generation projects or energy storage projects to the electric grid. The regulations must require such organizations, operators, and coordinators to study deploying technology or equipment that increases the capacity, efficiency, or reliability of a transmission facility or transmission system.

HR 1374: Enhancing State Energy Security Planning and Emergency Preparedness Act of 2021

Enhancing State Energy Security Planning and Emergency Preparedness Act of 2021 This bill authorizes the Department of Energy (DOE) to provide financial assistance to states for the implementation, review, and revision of a state energy security plan that assesses the state's existing circumstances and proposes methods to strengthen the ability of the state to have a reliable, secure, and resilient energy infrastructure. A state energy security plan must contain specified content, including a risk assessment of energy infrastructure and cross-sector interdependencies and a risk mitigation approach to enhance reliability and end-use resilience. The plan must address potential hazards to each energy sector or system, including physical threats, and cybersecurity threats and vulnerabilities. Upon request of a state, DOE may provide information and technical assistance, and other assistance, in the development, implementation, or revision of a state energy security plan.

S 2166: RETAIN GPS and Satellite Communications Act of 2021

Recognizing and Ensuring Taxpayer Access to Infrastructure Necessary for GPS and Satellite Communications Act of 2021 or the RETAIN GPS and Satellite Communications Act of 2021 This bill places conditions on entities that deploy commercial terrestrial operations in the 1525-1559 megahertz (MHz) band or the 1626.5-1660.6 MHz band of the electromagnetic spectrum. These frequency bands are traditionally used for satellite operations, including the global positioning system (GPS). On April 19, 2020, the Federal Communications Commission approved an application for a low-power 5G wireless network in such bands despite concerns about the network interfering with GPS and other operations on adjacent bands. In its application, the entity committed to update, repair, or replace federal devices, platforms, or systems affected by its operations. This bill requires an entity (including the previously approved entity) that deploys terrestrial operations in the designated bands to reimburse a federal agency or a person for certain costs if the entity's operations interfere with or otherwise affect the operations of the agency or person. These costs may include necessary upgrades, repairs, or replacements to satellite communication devices and related equipment, as well as expenses for engineering studies and labor. Reimbursable costs owed by the entity transfer to any assignee, successor, or purchaser of its license to deploy terrestrial operations in the designated bands. The bill also expressly authorizes federal agencies to directly accept from the entity reimbursements for incurred costs.
