Vieques Recovery and Redevelopment Act of 2021 This bill provides a framework to compensate certain residents of the island of Vieques, Puerto Rico, for the use of such island for military readiness. The bill sets forth provisions regarding award amounts for individuals and for claims by the municipality of Vieques. An individual claimant who has resided on the island of Vieques for not less than five years shall be awarded monetary compensation if the claimant contracted a chronic or life threatening case of cancer, hypertension, cirrhosis, kidney disease, diabetes, or heavy metal poisoning during or after the government used the island for military readiness. The bill limits total amounts awarded to $1 billion and bars claims not filed within 15 years of enactment.
This concurrent resolution expresses the sense of Congress that title IX of the Education Amendments of 1972 applies to the National Collegiate Athletics Association (NCAA) and that the NCAA should work to prevent sex-based discrimination in its programs and activities.
This resolution urges the President to facilitate private medical supply donations and to deliver urgently needed medical supplies, including oxygen generator plants, to India and countries neighboring India that are facing the spread of COVID-19.
This resolution calls on the Russian government to immediately release Trevor Reed, a U.S. citizen, and all other political prisoners. It also condemns the Russian government's use of politically motivated imprisonment.
Demonstrating that Empowerment Makes Opportunities Act or the DEMO Act This bill establishes and provides FY2022 funding for demonstration projects that provide education and training for health care occupations to low-income individuals with criminal records. The Department of Health and Human Services must consult with the Department of Labor and the Department of Justice on these projects. Entities eligible to administer these projects include state, tribal, territorial, and local governments; institutions of higher education; specified health care providers; and other organizations with a demonstrated history of providing health professional training. As part of the projects, entities must provide legal assistance to project participants to address their criminal records and associated employment barriers.
Tax Deadline Simplification Act This bill requires individual estimated income tax to be paid on a quarterly basis.
Tenant Empowerment Act of 2021 This bill generally expands the rights of tenants in federally assisted housing. Specifically, the bill allows tenants to place rent in an escrow account in the event that a housing project is found to be in violation of certain housing standards; seek judicial enforcement of specified housing agreements; and access information related to a housing project, including the ownership, specified reports, and contracts. The bill also provides for continuing rental assistance payments for tenants if the property is in foreclosure.
The bill directs the Joint Committee on the Library to remove the bust of Roger Brooke Taney in the Old Supreme Court Chamber of the Capitol and to obtain a bust of Clarence Thomas with which to replace it.
Essential Caregivers Act of 2021 This bill requires skilled nursing facilities, nursing facilities, intermediate care facilities for the intellectually disabled, and nearby inpatient rehabilitation facilities to establish an essential caregivers program during a public health emergency. Under the program, facilities must allow each resident to select up to two essential caregivers to provide daily living assistance, emotional support, or companionship during the emergency. Facilities must afford such caregivers 12 hours of access to residents each day (or unlimited access for end-of-life care), and caregivers must agree to follow facility protocols for staff safety. Facilities may deny access to caregivers who violate protocols, subject to certain notification requirements; the Centers for Medicare & Medicaid Services must establish an appeals process relating to such decisions and may take specified enforcement actions against facilities that violate the bill's requirements.
Merit Systems Protection Board Empowerment Act of 2021 This bill reauthorizes the Merit Systems Protection Board through FY2026 and modifies certain requirements relating to the administration of cases involving whistleblowers. Specifically, it requires cases involving alleged retaliation against whistleblowers to be heard by the board, an administrative law judge, or a designated board employee who has received training regarding the protections afforded whistleblowers under law.
Mental Health in Schools Excellence Program Act of 2021 This bill establishes a program to expand the mental health services workforce in schools. Specifically, the bill requires the Department of Education to contract with graduate institutions to pay a share of the cost of attendance for graduate students pursuing careers in the school-based mental health profession (e.g., school counseling).
Escuadrón 201 Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the members of Escuadrón 201 in recognition of their valor and value to the Allied forces during World War II.
