National Infrastructure Bank Act of 2021 This bill creates the National Infrastructure Bank to facilitate the long-term financing of infrastructure projects. Specifically, the bank must provide loans to public and private entities for financing, developing, or operating eligible infrastructure projects. An eligible project must have a public sponsor as well as local, regional, or national significance. The bill treats the bank as a government corporation exempt from tax and treats contributions to the bank as charitable contributions. The bill also provides for criteria and preferences for deciding whether to provide a loan, such as whether a project promotes job creation or provides environmental benefits. Projects that receive a loan must (1) pay all laborers and mechanics locally prevailing wages, and (2) use only certain U.S.-produced construction materials unless a waiver is secured from the bank. The bank shall issue stock and may also issue bonds and maintain a discount line of credit with the Federal Reserve System. The bank must apply for a national bank charter and, once chartered, accept deposits from individuals, corporations, and public entities and pay interest on those deposits. The bill imposes requirements related to the bank's operation, such as minimum reserve requirements and requirements for handling loan losses. In addition, the bank must facilitate the organization of at least seven regional economic accelerator planning groups to, among other activities, identify infrastructure needs and priorities. Within five years, the Government Accountability Office must report on the bank's activities.
Providing Resources and Occupational Training for Emotional Crisis and Trauma in 911 Act or the PROTECT 911 Act This bill requires reporting on, and authorizes a grant program to address, suicide and other behavioral health issues among 9-1-1 operators and other public safety personnel who receive and communicate requests for emergency assistance. Specifically, the Centers for Disease Control and Prevention must develop a reporting system to collect data on the suicide rate among and identify best practices to reduce suicides within that profession. In addition, the bill establishes within the Department of Homeland Security grants for emergency communications centers and relevant nonprofits to raise awareness of, prevent, and mitigate job-related mental health issues.
Excellence in Mental Health and Addiction Treatment Act of 2021 This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also provides for additional grants to certified community behavioral health clinics.
Fair Allocation of Highway Funds Act of 2021 This bill revises the methodology for apportioning federal highway funds among states. Specifically, the bill adjusts each state's apportionment to account for both certain tax payments attributable to highway users in the state and other federal taxes collected in the state relative to such taxes collected in all states. The bill also caps the apportionment that each state may receive.
Crisis Care Enhancement Act This bill requires states to support evidence-based crisis care services, such as crisis call centers, through the Community Mental Health Services Block Grant (MHBG). In addition, for each year in which the appropriations for that grant exceed a specified amount, states must expend a certain percentage of their MHBG allotment on crisis care services. Additionally, the Substance Abuse and Mental Health Services Administration may permit states and territories to use MHBG funding on crisis care services for individuals who are not part of the grant's target population. Currently, the MHBG targets adults with serious mental illnesses and children with serious emotional disturbances.
Medicare Dental, Vision, and Hearing Benefit Act of 2021 This bill provides for Medicare coverage of dental, vision, and hearing care. Coverage includes (1) routine dental cleanings and exams, basic and major dental services, emergency dental care, and dentures; (2) routine eye exams, eyeglasses, and contact lenses; and (3) routine hearing exams, hearing aids, and exams for hearing aids. With respect to such care, the bill establishes special payment rules, limitations, and coinsurance requirements.
This resolution urges the Department of Defense to review exceptions to citizenship, residency, and disqualification standards for enlistment in the Armed Forces to make a determination regarding the enlistment of aliens who possess an employment authorization document issued under the Deferred Action for Childhood Arrivals program established by the Department of Homeland Security on June 15, 2012.
This resolution congratulates and honors Argonne National Laboratory on the 75th anniversary of the laboratory and wishes the laboratory continued success in helping the people of the United States unlock new scientific and technological frontiers that secure their energy future.
Supporting Working Mothers Act This bill extends protections for a working mother who expresses breast milk for the employee's nursing child to cover salaried employees and other types of workers not covered under existing law. Further, time spent to express breast milk must be considered hours worked if the nursing mother is also working. The Government Accountability Office must report on the implementation and expansion of the workplace accommodations under this bill.
Financial Services and General Government Appropriations Act, 2022 This bill provides FY2022 appropriations for several federal departments and agencies, including the Department of the Treasury, the Executive Office of the President, the judiciary, the District of Columbia, and several independent agencies. The independent agencies funded in the bill include the Administrative Conference of the United States, the Consumer Product Safety Commission, the Election Assistance Commission, the Federal Communications Commission, the Federal Deposit Insurance Corporation, the Federal Election Commission, the Federal Labor Relations Authority, the Federal Permitting Improvement Steering Council, the Federal Trade Commission, the General Services Administration, the Harry S. Truman Scholarship Foundation, the Merit Systems Protection Board, the Morris K. Udall and Stewart L. Udall Foundation, the National Archives and Records Administration, the National Credit Union Administration, the Office of Government Ethics, the Office of Personnel Management, the Office of Special Counsel, the Postal Regulatory Commission, the Privacy and Civil Liberties Oversight Board, the Public Buildings Reform Board, the Securities and Exchange Commission, the Selective Service System, the Small Business Administration, the U.S. Postal Service, and the U.S. Tax Court. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.
Primary Care Enhancement Act of 2021 This bill permits a taxpayer with a primary care service arrangement whose fixed periodic fee does not exceed $150 a month to participate in and contribute to a health savings account.
Guaranteed Income Pilot Program Act of 2021 This bill directs the Department of Health and Human Services (HHS) to establish and implement a three-year pilot program to provide a guaranteed monthly income to individual taxpayers between the ages of 18-65. HHS must consult with the Internal Revenue Service and certain nonpartisan and nonprofit agencies or academic institutions with expertise in social science experimentation to develop and award income subsidies to eligible taxpayers and to conduct a study on the outcomes of the program.
