HR 2202: Fracturing Responsibility and Awareness of Chemicals Act of 2021

Fracturing Responsibility and Awareness of Chemicals Act of 2021 This bill revises drinking water requirements concerning hydraulic fracturing (fracking) operations. Hydraulic fracturing, or fracking, is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the geologic formation. The bill gives the Environmental Protection Agency (EPA) the authority to protect groundwater sources (e.g., wells) from certain pollution risks posed by fracking operations. The bill also establishes requirements for disclosing the chemicals intended for use in fracking operations as well as the chemicals actually used in the operations. If the proprietary chemical formulas of chemicals used in fracking operations are necessary for treatment in medical emergencies, then the operations must disclose the formulas or the specific chemical identities of trade secret chemicals to the state, the EPA, or the treating physicians or nurses upon request, regardless of whether written statements of need or confidentiality agreements have been provided.

HR 2229: Baby Food Safety Act of 2021

Baby Food Safety Act of 2021 This bill imposes certain safety requirements on infant and toddler food. The bill establishes maximum levels of certain toxic elements (cadmium, and lead, mercury, and inorganic arsenic) allowable in infant and toddler food, defined as food intended to be sold for children up to 36 months old. The Food and Drug Administration (FDA) shall periodically review and, if necessary, further lower these levels. The FDA may also establish limits on other toxic elements upon review of relevant health and dietary data. Furthermore, facilities that manufacture, process, pack, or hold infant and toddler food must have certain controls and plans to ensure that their food complies with the limits on toxic elements established by this bill. Such facilities shall also make publicly available certain information, including results from tests for toxic elements in their infant and toddler foods. The bill also expands the FDA's authority to require a recall of adulterated or misbranded food to include infant and toddler food that exceeds limits on toxic elements. The Centers for Disease Control shall carry out a public awareness campaign about the risks of toxic elements in infant and toddler food. The FDA shall commission research on agricultural methods that minimize levels of toxic heavy metals in crops.

HR 2256: Resident Physician Shortage Reduction Act of 2021

Resident Physician Shortage Reduction Act of 2021 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. Current law provides for an increase of up to 200 positions per fiscal year beginning in FY2023, with a total increase of 1,000 positions; each hospital may receive up to 25 additional positions. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2023-FY2029; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. Additionally, one-third of the positions that are made available under the bill must be allocated to hospitals that are already operating above applicable resident limits. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.

HR 2197: IMAGINE Act

Innovative Materials for America's Growth and Infrastructure Newly Expanded Act of 2021 or the IMAGINE Act This bill encourages the use of innovative construction materials and techniques to accelerate the deployment, extend the service life, improve the performance, and reduce the cost of domestic transportation and water infrastructure projects. Among other things, the bill establishes an Interagency Innovative Materials Standards Task Force to assess existing standards and test methods for the use of innovative materials in infrastructure, identify key barriers in the standards area that inhibit broader market adoption, and develop new methods and protocols to better evaluate innovative materials; requires the Department of Transportation to enhance the development of innovative materials in the United States by providing awards to entities for establishing and operating new innovative material innovation hubs; directs the Federal Highway Administration to provide grants to states' departments of transportation, tribal governments, public toll authorities, and units of local government for coastal or rural infrastructure bridge projects and value engineering projects to enhance the performance of bridges through the use of innovative materials; and provides grants for the design and installation of water infrastructure projects.

HR 1313: Healthy Food Access for All Americans Act

Healthy Food Access for All Americans Act This bill allows tax credits and grants for activities that provide access to healthy food in food deserts, which are communities that have limited or no access to grocery stores and meet income requirements. For entities that are certified by the Department of the Treasury as special access food providers using specified criteria, the bill allows tax credits for operating a new grocery store or renovating an existing grocery store in a food desert. The bill also authorizes grants for a portion of (1) the construction costs of building a permanent food bank in a food desert, and (2) the annual operating costs of temporary access merchants (mobile markets, farmers markets, and food banks). Treasury, in coordination with the Department of Agriculture (USDA), must annually allocate the tax credits and grants to special access food providers. Grants authorized by this bill are not considered gross income for tax purposes. The bill also requires USDA to update the Food Access Research Atlas at least annually to account for food retailers that are placed in service during that year.

HR 1291: Reinforcing Utility Restoration After Losses (RURAL) Act

Reinforcing Utility Restoration After Losses (RURAL) Act This bill provides authority and funding for the Department of Agriculture to establish a loan program for certain rural utility service providers (e.g., electric, telecommunications, or waste disposal service providers) to replace specified losses during a federally declared disaster or emergency. During such a disaster or emergency, interest on the loan shall not accrue, and repayment of principal shall not be required. Borrowers may qualify for partial loan forgiveness if certain requirements are met. The bill also establishes and provides funding for a Rural Utility Bridge Loan Fund to implement the program.

HJRES 35: Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Office of the Comptroller of the Currency relating to "National Banks and Federal Savings Associations as Lenders".

This joint resolution nullifies the final rule issued by the Office of the Comptroller of the Currency titled National Banks and Federal Savings Associations as Lenders and published on October 30, 2020. The rule requires that to be considered a lender, a national bank or federal saving association must, as of the date of origination of the loan (1) be named as the lender in the loan agreement, or (2) fund the loan.

HR 2254: Corporate Tax Dodging Prevention Act

Corporate Tax Dodging Prevention Act This bill modifies tax provisions relating to certain large domestic and foreign corporations to prevent offshoring of jobs and factories and tax evasion. Specifically, the bill restores higher tax rates on the taxable income of corporations and personal service corporations (up to 35% on taxable income exceeding $10 million); revises the definition of subpart F income for controlled foreign corporations to equalize tax rates on domestic and foreign corporations; requires multinational companies to disclose basic country-by-country information including revenues, profits, and number of employees; prohibits corporations from disregarding parts of their structure in determining whether they owe taxes in the current year or can defer payment (repeal of check-the-box rules); impose limitations on the tax deduction for the interest expense of members of financial reporting groups with excess domestic indebtedness; modifies rules relating to inverted corporations; treats corporations with gross assets of $50 million or more and managed and controlled in the United States as U.S. taxpayers; increases the rate and expands the applicability of the base erosion and anti-abuse excise tax; modifies foreign tax credit rules applicable to certain industries receiving specific economic benefits; and repeals the tax deduction for foreign-derived intangible income.

HR 2232: Help Students Vote Act

Help Students Vote Act This bill addresses voter registration of students who attend institutions of higher education (IHEs) that participate in federal student-aid programs. The bill also directs IHEs to use a specified portion of federal work-study grants to compensate students for civic engagement activities. Specifically, the bill (1) requires IHEs to make every reasonable effort to distribute voter registration applications to each of their students at least twice a year, (2) authorizes grants to IHEs that greatly exceed the requirements governing the distribution of voter registration applications, and (3) allows civil actions against IHEs that violate the requirements. In addition, the bill requires IHEs to use a specified portion of federal work-study grants to compensate students who are employed in civic engagement activities, including voter registration, nonpartisan voter engagement, and voter participation work.

HR 2198: To direct the Joint Committee of Congress on the Library to obtain a statue of Shirley Chisholm for placement in the United States Capitol.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Shirley Chisholm, the first African American woman elected to Congress. The committee shall place the statue in a permanent public location in the U.S. Capitol.
