Supply Chain Security and Resilience Act This bill establishes a Supply Chain Resiliency and Crisis Response Office within the Department of Commerce. The office must monitor the supply chains for critical goods or services and collaborate with various stakeholders to respond to disruptions in those supply chains. Additionally, the office must support the development of voluntary standards for manufacturers of critical goods or services to address the resilience, diversity, security, and strength of their supply chains.
Manufacturing Economy And National Security Act or the MEANS Act This bill establishes the Office of Manufacturing Security and Resilience within the Department of Commerce to make grants and loans to support domestic manufacturing of critical goods and services, industrial equipment, and manufacturing technology. The grants and loans also may be used to support the security and expansion of supply chains.
Equal Access to the Right Nutrition for Military Families (EARN) Act of 2021 This bill facilitates the participation of military households in the Supplemental Nutrition Assistance Program (SNAP) by excluding from income limits the housing allowance provided to members of the Armed Forces and modifying administration and other aspects of the program.
This concurrent resolution (1) recognizes the 131 years of significant and meaningful contributions the 1890 Institutions (i.e., historically Black universities established under the Second Morrill Act of 1890) have made to the United States, (2) supports the efforts of the Department of Agriculture and other federal agencies to build stronger partnerships with such institutions, and (3) commits to working in a bipartisan way to address the past funding and program inequities of such institutions.
This resolution requests the President and directs the Department of State to transmit to the House of Representatives, not later than 14 days after the adoption of this resolution, copies of both classified and unclassified documents that refer or relate to certain information on the withdrawal of the United States from Afghanistan, including reactions, concerns, or objections expressed by certain allies and partners; any agreement reached with the Taliban related to the evacuation of specified individuals; and numbers of specified individuals in contact with the State Department to request evacuation assistance from Afghanistan, from July 30, 2021, to the present.
This resolution supports the designation of World Food Day and encourages the people of the United States to observe the days with appropriate ceremonies and activities.
Burma Unified through Rigorous Military Accountability Act of 2021 or the BURMA Act of 2021 This bill imposes sanctions pertaining to Burma (Myanmar) and addresses related issues. The President must impose property- and visa-blocking sanctions on certain foreign persons (i.e., an individual or entity), including those that (1) knowingly operate in Burma's defense sector, (2) are responsible for or complicit in undermining Burma's democratic processes, or (3) are senior leaders in Burma's military or government. The Department of the Treasury must prohibit or impose strict conditions on certain accounts used to facilitate transactions for such sanctioned persons. The President may impose sanctions on Myanma Oil and Gas Enterprise if such sanctions would support certain objectives, including reducing the Burmese military's ability to undermine democracy in Burma. The President may also prohibit imports of precious and semiprecious gemstones from Burma. Before removing certain foreign persons from a list of specially designated nationals and blocked persons (commonly known as the SDN list), the President must certify to Congress that the person in question has not knowingly engaged in certain activities, such as supporting terrorism. The bill authorizes Department of State and U.S. Agency for International Development activities in Burma and the surrounding region to support democracy activists, humanitarian assistance, and reconciliation efforts. The State Department may (1) continue to assist organizations supporting political prisoners in Burma, and (2) provide assistance to entities investigating crimes against humanity. The President must direct U.S. representatives to the United Nations to vote and advocate for certain actions related to Burma, such as cutting off assistance to Burma's government.
Parental Bereavement Act of 2021 or the Sarah Grace-Farley-Kluger Act This bill entitles an eligible employee to up to 12 workweeks of leave during any 12-month period because of the death of a son or daughter. Such an employee may substitute any available paid leave for any leave without pay. The bill applies the same leave entitlement to federal employees.
Foreign Adversary Risk Management Act or the FARM Act This bill places the Secretary of Agriculture on the Committee on Foreign Investment in the United States, and it requires the committee to review any investment that could result in foreign control of any U.S. agricultural business. Further, it includes agricultural systems and supply chains in the definitions of critical infrastructure and critical technologies for the purposes of reviewing such investments. The Department of Agriculture and the Government Accountability Office must each analyze and report on foreign influence in the U.S. agricultural industry.
Animal Freedom from Testing, Experiments, and Research Act of 2021 or the AFTER Act of 2021 This bill requires federal research facilities to facilitate the adoption or nonlaboratory placement of certain warm-blooded animals (e.g., dogs, cats, monkeys, guinea pigs, hamsters, and rabbits) with animal rescue organizations, animal sanctuaries, animal shelters, or individuals. In order to be adopted or placed, the animals must (1) no longer be needed for research; (2) be suitable for release; (3) not be birds, rats, or mice.
Urban Agriculture and Community Food Security Act This bill addresses Department of Agriculture programs relating to urban agricultural production. Specifically, the bill establishes and provides funding for an urban agriculture conservation easement program for the conservation of certain private land, improved community food security, and improved access to cropland for beginning farmers or ranchers, socially disadvantaged farmers or ranchers; and majority-controlled producer-based business ventures through easements or other interests in land; establishes and provides funding for an urban agriculture microentrepreneur assistance program to provide loans and grants to support microentrepreneurs in the development and ongoing success of urban agriculture microenterprises; and authorizes additional funding for a program that provides grants for nonprofit entities to establish and carry out community food projects.
Kids Internet Design and Safety Act or the KIDS Act This bill prohibits operators of commercial online platforms that are directed to children from engaging in certain practices, including implementing features that encourage additional engagement with the platform, promoting certain types of content, and using certain advertising methods.
