HR 1686: Examining Opioid Treatment Infrastructure Act of 2021

Examining Opioid Treatment Infrastructure Act of 2021 This bill requires the Government Accountability Office to report on the availability of and unmet need for substance use disorder treatment and recovery services, including for specified populations. The report must also address barriers to real-time reporting of drug overdoses at the federal, state, and local levels.

HR 2997: Crash Avoidance System Evaluation Act

Crash Avoidance System Evaluation Act This bill requires the Department of Transportation to evaluate the performance of crash avoidance systems at detecting and classifying pedestrians, bicyclists, and other vulnerable road users, including those with different skin tones that represent different racial and ethnic groups. Crash avoidance system is defined as a system in a motor vehicle used to prevent or mitigate a crash, including a system using cameras, lidar, or radar.

HR 2998: COINTELPRO Full Disclosure Act

COINTELPRO Full Disclosure Act This bill requires the U.S. government to release and publicly disclose, within six months, all records related to the COINTELPRO operation of the Federal Bureau of Investigation (FBI) unless disclosure would cause harm. COINTELPRO was a series of covert and illegal projects aimed at surveilling, infiltrating, discrediting, and disrupting domestic political organizations, including the Black Panther Party. The bill requires the removal of J. Edgar Hoover's name from the FBI headquarters in the District of Columbia. The bill establishes the COINTELPRO Records Review Board to review determinations by government offices that do not fully disclose their records after six months. The review board shall make recommendations to the President regarding whether files that have been only partially disclosed should be fully released. The review board may request the Department of Justice to petition any U.S. court to release any information relevant to COINTELPRO that is held under court seal.

HR 2972: HELLPP Act

Helping Ensure Life- and Limb-Saving Access to Podiatric Physicians Act or the HELLPP Act This bill adds podiatrists as covered physicians under the Medicaid program. Additionally, the bill revises certain documentation requirements related to Medicare coverage of therapeutic shoes for individuals with diabetes. Finally, the bill subjects payments made to a Medicaid provider or supplier to a continuing levy for federal taxes owed by the provider or supplier.

HR 2991: Connecting America’s Active Transportation System Act

Connecting America's Active Transportation System Act This bill directs the Department of Transportation (DOT) to carry out an active transportation investment program to provide competitive grants to state, local, and regional government entities, and Indian tribes to construct projects that connect walking and bicycling infrastructure within and between communities, metropolitan regions, or states. The bill sets forth various limitations on the use of funds by DOT, including that it must obligate at least 30% of funds to projects that connect people with public transportation, businesses, workplaces, schools, residences, recreation areas, and other community activity centers; set aside at least $3 million to provide planning grants for eligible entities; and set aside at least $2 million to cover the costs of administration, research, technical assistance, communications, and training activities under the program. The federal share of grants must not exceed 80% of the total project cost. However, DOT may increase the federal share to 100% for disadvantaged communities with a poverty rate of over 40%.

HR 2973: Strengthening America’s Families Act of 2021

Strengthening America's Families Act of 2021 This bill provides statutory authority for the Infant and Toddler Court Program and a related resource center. It also permits the Health Resources and Services Administration to expand the program through grants to states, tribal nations, and territories for establishing, stabilizing, or enhancing infant-toddler court teams. This program aims to improve the well-being of infants, toddlers, and families in the child welfare system through team-based case management services that foster coordination among courts, child welfare agencies, and other child-serving organizations. The resource center provides technical assistance, training, and other support for infant-toddler court teams.

HR 2984: Investing in American Workers Act

Investing in American Workers Act This bill allows a business-related tax credit for employers who increase worker training expenditures. The credit is equal to 20% of the excess of (1) the qualified training expenditures for the year, over (2) the average of the adjusted qualified training expenditures for the three previous years. If the employer had no qualified training expenditures in any one of the three previous years, the credit is equal to 10% of the adjusted qualified training expenditures for the year. The credit applies to expenditures for the training of non-highly compensated employees (annual compensation does not exceed $82,000). The training must result in the attainment of a recognized postsecondary credential and be provided through an apprenticeship program; a program of training services that is included on a list of eligible training providers that states are required to maintain under the Workforce Innovation and Opportunity Act; a program that is conducted by an area career and technical education school, a community college, or a labor organization; or a program that is sponsored and administered by an employer, industry trade association, industry or sector partnership, or labor organization. Certain small businesses and tax-exempt organizations may apply the credit against payroll taxes, subject to specified limits and requirements. Eligible small businesses may also apply the credit against the alternative minimum tax.

HR 2976: Stop Corporate Inversions Act of 2021

Stop Corporate Inversions Act of 2021 This bill revises rules for the taxation of inverted corporations (i.e., U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States). The bill provides that a foreign corporation that acquires the properties of a U.S. corporation or partnership after May 8, 2014, shall be treated as an inverted corporation and thus subject to U.S. taxation if, after such acquisition (1) it holds more than 50% of the stock of the new entity (expanded affiliated group), or (2) the management or control of the new entity occurs primarily within the United States and the new entity has significant domestic business activities.

Readily Ending Debt Under Corporate Engagement Act of 2021 or the REDUCE Act of 2021 This bill modifies the tax deduction for interest paid on student loans to allow such deduction without any offset for amounts received as employer-provided educational assistance.
