This resolution recognizes, honors, and commends the women of Ukraine who have contributed to the fight for freedom and the defense of Ukraine. The resolution acknowledges the women who have risked their lives to travel through territory controlled by Russia, break siege tactics surrounding cities, and ensure the safety of children and the elderly. The resolution acknowledges the important role women must play in resolving the conflict between Ukraine and Russia as outlined in U.N. Security Council Resolution 1325 (2016) and required by the laws of the United States and regulations of Ukraine. The resolution further calls on all countries to promote the meaningful inclusion of women in negotiations and decision-making at all levels, including security decisions. Finally, the resolution commits to supporting the women of Ukraine wherever they are as they fight back against tyranny and work for the free and democratic future of Ukraine.
Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances access to contraception and cannot be achieved through less restrictive means. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.
This resolution remembers former Prime Minister of Japan Shinzo Abe and his work to strengthen the alliance between the United States and Japan. It also extends condolences to his family and the people of Japan.
Gateway Solidarity Act This bill authorizes the illumination of the Gateway Arch in St. Louis, Missouri, by blue and yellow lights to show support and solidarity with the Ukrainian people in 2022, within 15 days following enactment of this bill, for no fewer than 5 consecutive days; and annually on August 24, in recognition of Ukrainian Independence Day, until the President reports to Congress that the Russian government has ceased its destabilizing activities with respect to the sovereignty and territorial integrity of Ukraine.
Urban Indian Health Confer Act This bill requires the Department of Health and Human Services (HHS) to confer with urban Indian organizations regarding health care for American Indians and Alaska Natives living in urban areas. Currently, only the Indian Health Service (IHS) is required to confer with urban Indian organizations on matters relating to the Indian Health Care Improvement Act. The bill requires HHS to ensure that the IHS and other agencies and offices within HHS confer with urban Indian organizations on (1) matters relating to the Indian Health Care Improvement Act, and (2) other provisions of law relating to health care for American Indians and Alaska Natives.
This concurrent resolution condemns the October 25, 2021, coup in Sudan. It recognizes the Prime Minister and his cabinet as the constitutional leaders of Sudan's transitional government and calls for Sudan's military junta, among other things, to immediately release all civilian government officials, civil society members, and other individuals detained in connection with the coup; return to constitutional rule under the transitional constitution; and lift the state of emergency, including complete restoration of all means of communication. Finally, the concurrent resolution calls on international partners to join U.S. efforts to impose targeted sanctions on the junta and other accomplices to the coup; and suspend Sudan's participation in all regional multilateral organizations until Sudan is returned to constitutional rule under the transitional constitution.
This resolution expresses support for Finland and Sweden's historic decision to apply to the North Atlantic Treaty Organization (NATO). The resolution also opposes any attempt by the Russian government to act in an adverse way in response to Finland and Sweden's decision to apply to join NATO. Finally, the resolution calls on the member states of NATO to formally support the accession of Finland and Sweden into NATO.
Ensuring Women's Right to Reproductive Freedom Act This bill prohibits anyone acting under state law from interfering with a person's ability to access out-of-state abortion services. ( Abortion services includes the use of any drugs that are approved to terminate pregnancies and any health care services related to an abortion, whether or not provided at the same time or on the same day.) Specifically, the bill prohibits any person acting under state law from preventing, restricting, impeding, or retaliating against health care providers who provide legal abortion services to out-of-state residents, any person or entity who helps health care providers to provide such services, any person who travels to another state to obtain such services, any person or entity who helps another person travel to another state to obtain such services, or the movement in interstate commerce of drugs that are approved to terminate pregnancies. The Department of Justice may enforce this bill through civil actions; the bill also establishes a private right of action for violations.
Access for Veterans to Records Act of 2022 This bill directs the Office of the Archivist of the United States to submit to Congress a comprehensive plan for reducing the backlog of requests for records from, and improving the efficiency and responsiveness of operations at, the National Personnel Records Center. Such plan must include an estimate of the number of backlogged record requests for veterans; target time frames to reduce the backlog; a detailed plan for using existing funds to improve technology infrastructure, including secure access to appropriate agency federal records, to prevent future backlogs; actions to improve customer service for requesters; measurable goals with respect to the comprehensive plan and metrics for tracking progress toward such goals; and strategies to prevent future record request backlogs, including backlogs caused by an event that prevents employees of the center from reporting to work in person. The office must submit updates of such plan at specified intervals.
This resolution expresses sincere condolences to the families, friends, and loved ones of Katie Goldstein, Irina McCarthy, Kevin McCarthy, Stephen Strauss, Jacquelyn Sundheim, Nicolas Toledo-Zaragoza, and Eduardo Uvaldo, who were the victims of the tragic shooting along the parade route on July 4, 2022, in Highland Park, Illinois. The resolution also honors the memory and the lives of the victims.
This resolution calls on the government of Rwanda to immediately release Paul Rusesabagina on humanitarian grounds and permit him to return safely to the United States. The resolution calls on the government of Rwanda to ensure Paul Rusesabagina receives access to appropriate, qualified medical professionals and all medical care necessary to guarantee his physical integrity and psychological well-being. The resolution also urges the U.S. government in all interactions with the government of Rwanda to raise the case of Paul Rusesabagina and to press for his immediate release on humanitarian grounds. Finally, the resolution expresses support to the family of Paul Rusesabagina and their commitment to bringing him home.
Active Shooter Alert Act of 2022 This bill requires a designated officer of the Department of Justice to act as the national coordinator of an Active Shooter Alert Communications Network regarding an emergency involving an active shooter. The bill sets forth duties of the coordinator, including to work with state, tribal, and local governments to encourage coordination of various elements of the network. The coordinator must also encourage federal, state, local, and tribal government agencies to establish procedures for responding to active shooters. Finally, the bill requires the Government Accountability Office to study and report on state and local responses to active shooters and situations requiring the issuance of a public alert or warning.
