Protecting Federal Workers Act This bill nullifies certain executive orders concerning federal-employee collective bargaining, classifications, and training. Specifically, it rescinds orders and a memorandum that limit the use of unrestricted grants for union activity, specify objectives for agencies to negotiate collective-bargaining agreements and establish the Interagency Labor Relations Working Group, establish principles for the removal and discipline of federal employees and other personnel issues, prohibit government contractors and other entities from conducting specified workplace training related to race or sex, place certain executive agency positions under a new schedule in the excepted service instead of the competitive service, and delegate authority to the Secretary of Defense to exclude the Department of Defense from certain labor-relations requirements.
Vote at Home Act of 2021 This bill expands voting by mail in federal elections and provides for automatic voter registration through state motor vehicle authorities. Specifically, the bill prohibits states from imposing additional conditions or requirements on the eligibility of individuals to cast ballots by mail in federal elections, except states may impose a deadline for requesting and returning a ballot. Further, states must mail ballots to individuals registered to vote in a federal election not later than two weeks before the election. In addition, the U.S. Postal Service must carry ballots for federal elections expeditiously and free of postage. Finally, the bill provides for automatic voter registration of individuals through state motor vehicle authorities.
Repeal of the Authorization for Use of Military Force This bill repeals the Authorization for Use of Military Force signed into law September 18, 2001.
Incentives for our Nation's Veterans in Energy Sustainability Technologies or the INVEST Act This bill allows the work opportunity tax credit to be used for the hiring of a specified veteran who works in a field of renewable energy. A specified veteran means any veteran who is certified as (1) having received a credential or certification from the Department of Defense of a military occupational specialty or skill in a field of renewable energy or with respect to advanced manufacturing, machinist or welding, or engineering; (2) having completed a vocational degree in a field of renewable energy; or (3) having completed a LEED (Leadership in Energy & Environmental Design) certification with the United States Green Building Council. The Department of the Treasury shall compensate specified U.S. possessions for their losses resulting from this bill.
Election Day Holiday Act of 2021 This bill requires a federal election day to be treated as a holiday for federal employees.
Congressional Budget Justification Transparency Act of 2021 This bill requires federal agencies to post budget justification materials on certain public websites, including a single searchable website (e.g., USAspending.gov) and each agency's website. The materials most be posted in an open format that enables users to download individual reports, all reports in bulk, and the results of a search. In addition, the materials must be posted no later than two weeks after they are first submitted to Congress. The bill also requires the Office of Management and Budget to maintain a public website that includes details regarding the materials, including a list of the agencies that submit budget justification materials to Congress, the dates that the materials were submitted to Congress and posted online, and links to the materials.

COVID Preparedness, Response, and Effective Planning for Advanced Requirements by the Executive Branch Act of 2021 or the COVID PREPARE Act of 2021 This bill requires federal agencies to submit to Congress plans for responding to COVID-19 (i.e., coronavirus disease 2019). Specifically, each agency shall submit (1) an initial report detailing an action plan, informed by research and best practices learned from the onset of COVID-19, previous pandemics, and health emergencies, for addressing the needs and mitigating and eliminating the risks and challenges associated with COVID-19 and the deployment of COVID-19 vaccines; and (2) subsequent reports, on a quarterly basis until the President ends the declared emergency, that update the details submitted in the plan. The initial report shall include agency priorities for preparing for and responding to the pandemic, including continuity of operations and fulfilling the agency's mission and priorities related to the deployment of COVID-19 vaccines; measurable goals specific to priorities and a time line for addressing each priority; anticipated challenges to addressing priorities and how the agency will address such challenges; how the agency will consult with Congress, the public, state and municipal governments, and relevant stakeholders while working remotely; how the agency plans to issue relevant guidance to entities under the jurisdiction of the agency; and any resources the agency needs from Congress.
Same Day Registration Act of 2021 This bill requires states with a voter registration requirement to make same-day voter registration available at the polling place on any day voting is permitted.
Guam Supplemental Security Income Equality Act This bill extends the Supplemental Security Income (SSI) program to Guam. This is a federal program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs. When Congress created the SSI program in 1972, it excluded Puerto Rico, the Virgin Islands, and Guam. The Social Security Administration may waive or modify statutory requirements relating to the provision of benefits as necessary to adapt the program to Guam.
Reenergized Economic Sustainability for Community and Urban Entities Act for Black and Community Banks or the RESCUE Act for Black and Community Banks This bill establishes programs and requirements related to minority banks, Black banks, community banks, women's banks, and low-income credit unions. The bill establishes the Office of Black and Community Banks in the Office of the Comptroller of the Currency (OCC) to oversee Black and community banks. The OCC and the Securities and Exchange Commission must exempt these banks from specified securities and federal banking regulations in certain circumstances. The bill also establishes the Minority Bank Deposit Program. The Department of the Treasury must certify a depository institution or credit union upon successful application as a minority bank, a women's bank, or a low-income credit union. Every federal department and agency is directed to implement standards and procedures to ensure the use of such institutions to serve the financial needs of the department or agency. The Government Accountability Office must study the use of the new markets tax credit, lower-value home mortgages, and blockchain investments.
Ensuring Homeowner and Occupant Monetary Encouragement and Stability Act or the Ensuring HOMES Act This bill sets forth additional housing protections during the COVID-19 (i.e., coronavirus disease 2019) emergency period. Mortgage holders and lenders are prohibited from requiring payment on a mortgage deferred during the COVID-19 emergency period until the later of (1) the last day of the loan term, or (2) the end of the deferral period. The bill establishes the Tenant Protection Program that provides loans to landlords who waive rent during the COVID-19 emergency period. The bill also provides for forgiveness of these loans if the landlord provides lease extensions and agrees not to evict tenants. This bill applies retroactively to the beginning of the COVID-19 emergency period and applies to any future declared COVID-19 emergency period.
