Strengthening America's Health Care Readiness Act This bill establishes an emergency services demonstration program within the Department of Health and Human Services (HHS) to provide supplemental student loan repayment to current and former National Health Services Corps (NHSC) participants. The NHSC provides scholarships and student loan repayment awards to health care providers who agree to work in areas with health care provider shortages. To receive supplemental payments, individuals must agree to participate in the National Disaster Medical System. This system is a partnership between HHS, the Department of Defense, and other federal departments that responds to public health and other emergencies, including by deploying medical response teams. The bill also increases FY2021 funding for the NHSC, as well as similar programs for nurses. It reserves some of this funding for individuals who are members of groups that are historically underrepresented in health care professions. The funds for the Nurse Corps Scholarship and Repayment Program are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules.
Raise the Wage Act of 2021 This bill increases the federal minimum wage for regular employees over a 5-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.
Nuclear Forensics Authority Realignment Act This bill reorganizes nuclear forensics and attribution activities of the federal government. Specifically, the bill transfers nuclear forensics activities currently performed by the Department of Homeland Security to the National Nuclear Security Administration (NNSA) within the Department of Energy (DOE). Nuclear forensics is the examination of nuclear and other radioactive materials to determine the origin and history of the material for purposes of law enforcement investigations or assessment of nuclear security vulnerabilities. The bill also establishes the National Nuclear Forensics Center within the NNSA. The center must coordinate stewardship, planning, assessment, and other functions for all federal nuclear forensics and attribution activities. Additionally, the NNSA must develop and implement a plan to modify its university-based research collaboration program to include the development of expertise in nuclear forensics in supporting scientific and engineering advancement in DOE defense and national security program areas.
Commission to Study and Develop Reparation Proposals for African Americans Act This bill establishes the Commission to Study and Develop Reparation Proposals for African Americans. The commission shall examine slavery and discrimination in the colonies and the United States from 1619 to the present and recommend appropriate remedies. The commission shall identify (1) the role of the federal and state governments in supporting the institution of slavery, (2) forms of discrimination in the public and private sectors against freed slaves and their descendants, and (3) lingering negative effects of slavery on living African Americans and society.
This bill requires the federal government to pay states for 100% of the cost of National Guard duty for a mission assignment validated by the Federal Emergency Management Agency pursuant to certain declarations related to the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill applies to declarations, with respect to COVID-19, of major disasters, emergencies, national emergencies, and public health emergencies.
Health Care Fairness for Military Families Act of 2021 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without a premium regardless of whether they are eligible to enroll in an employer sponsored plan.
Building United States Infrastructure and Leveraging Development Act or the BUILD Act This bill increases from $15 billion to $30 billion the national limitation on the amount of tax-exempt highway or surface freight transfer facility bonds. The bill also applies the prevailing wage requirements of the Davis-Bacon Act to projects funded by bond issues.
This concurrent resolution authorizes the use of the rotunda of the Capitol for the lying in state, upon death, of the last surviving Medal of Honor recipient for acts performed during World War II, if the individual or their next of kin so elects.
Removing Incentives for Outsourcing Act This bill modifies the tax treatment of foreign source income of domestic corporations to (1) eliminate a provision that allows companies to deduct a portion of the tangible assets of their controlled foreign corporations (CFCs) before the tax on foreign income applies, and (2) require net CFC tested income to be determined on a country-by-country basis rather than globally. The bill also requires the Joint Committee on Taxation to study options for reforming laws related to the taxation of income from international sources.
Health Force, Resilience Force, and Jobs to Fight COVID-19 Act of 2021 This bill establishes and expands programs to bring on individuals to perform public health functions, such as contact tracing and vaccine administration, to respond to the COVID-19 (i.e., coronavirus disease 2019) emergency and meet future public health needs. The bill provides funding for the Centers for Disease Control and Prevention (CDC) to establish a Health Force. The funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules. To establish the force, the CDC must award grants within 30 days to state, tribal, territorial, and local governments and community health centers to recruit and train individuals for roles in public health and health care. The Federal Emergency Management Agency (FEMA) must hire and train additional individuals for its Cadre of On-Call Response/Recovery Employees. These employees may be detailed to certain federal agencies or to state, local, or tribal governments to support response efforts related to COVID-19 or other disasters or emergencies.
This bill establishes in the legislative branch the National Commission on the Insurrectionist Attack Upon the United States Capitol. The commission shall (1) conduct an investigation that investigates relevant facts and circumstances relating to the insurrectionist attack on January 6, 2021, that ascertains, evaluates, and reports on the evidence developed by all relevant sources and that builds upon the investigations of other entities; (2) identify, review, and evaluate the lessons learned from the attacks regarding the structure, coordination, management, policies, and procedures of the federal government, and, if appropriate, state and local governments and nongovernmental entities, relative to detecting, preventing, and responding to such attacks; and (3) report to Congress and the President. The investigation may include relevant facts and circumstances relating to intelligence agencies, law enforcement agencies, the flow of assets to insurrectionist and domestic terrorist organizations, the role of congressional oversight and resource allocation, and other areas of the public and private sectors deemed relevant.
This concurrent resolution authorizes the use of the rotunda of the Capitol to honor, upon death, the last surviving Medal of Honor recipient for acts performed during World War II, at the election of the individual or their next of kin.
