Department of Peacebuilding Act of 2021 This bill establishes a Department of Peacebuilding in the executive branch, dedicated to peacebuilding, peacemaking, and the study and promotion of conditions conducive to both domestic and international peace and a culture of peace. The mission of the department includes the cultivation of peace and peacebuilding as a strategic national policy objective and development of policies that promote national and international conflict prevention, nonviolent intervention, mediation, peaceful conflict resolution, and structured conflict mediation. The department shall collaborate with others to promote personal and community security and peace by supporting policies to address personal and family violence, including suicide; reduce drug and alcohol abuse; and create, through local community initiatives, peace projects that facilitate conflict resolution and healing of societal wounds. A Federal Interagency Committee on Peace is established to coordinate the actions of the department with other federal agencies. The Department of Defense and the Department of State must consult with the department concerning nonviolent means of conflict resolution when a conflict between the United States and any other government or entity is foreseeable, imminent, or occurring. The department shall encourage citizens to observe and celebrate the blessings of peace and endeavor to create peace on Peace Days.
IRS Enhancement and Tax Gap Reduction Act of 2021 This bill appropriates additional amounts to the Internal Revenue Service (IRS) in FY2022-FY2031 for tax enforcement, improving IRS technology infrastructure, and taxpayer services.
Citizenship Empowerment Act This bill requires state chief election officials to distribute mail voter registration forms at the conclusion of a naturalization ceremony to each person who becomes a U.S. citizen at the ceremony.
African Descent Affairs Act of 2021 This bill directs the Department of State to establish an Office of Global African Descent Affairs, to be headed by the Director and Special Envoy to the Secretary on Global African Descent Affairs. The functions of the office shall include directing policies, programs, and funding relating to the human rights and advancement of people of African descent internationally; developing and managing the Fund for African Descent Affairs to invest in solutions to combat racial discrimination and create opportunities for people of African descent internationally; directing U.S. government resources to support the protection, integration, resettlement, and empowerment of people of African descent; and compiling an annual report on U.S. government activities relating to people of African descent. The bill requires that a description of the status of the people of African descent in each country be included in a specified annual human rights report. The U.S. Agency for International Development must appoint a Senior Advisor to the Administrator on Global African Descent Affairs who shall (1) direct policies, programs, and funding relating to the human rights and advancement of people of African descent internationally; and (2) develop a uniform set of indicators and standards for monitoring and evaluating foreign assistance for people of African descent. The Office of Global African Descent Affairs must develop or update annually (for 10 years after the initial report) a U.S. global strategy to prevent and respond to discrimination and violence against people of African descent.
Earmark Elimination Act of 2021 This bill establishes a point of order in the House of Representatives against considering legislation that contains a congressional earmark, limited tax benefit, or limited tariff benefit. If the point of order is raised and sustained, the congressional earmark, limited tax benefit, or limited tariff benefit shall be deemed to be stricken from the legislation.
Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.
Stop Foreign Donations Affecting Our Elections Act This bill requires political committees, when accepting a credit card contribution over the internet, to collect the credit card's verification value. The card's billing address must be in the United States unless the contributor is a U.S. citizen living outside of the United States, in which case the contributor must provide his or her voter registration address.
Easy Access to Mail Act This bill establishes procedures for the U.S. Postal Service (USPS) regarding the use of centralized delivery of the mail with respect to residential housing units. Specifically, the bill provides that, for any housing development with respect to which the primary mode of mail delivery is any such mode except for centralized delivery on the date of this bill's enactment, the USPS may not change such mode of delivery to centralized delivery; and prohibits the USPS from requiring centralized delivery with respect to any housing development constructed after this bill's enactment without prior approval from the local legislative body, or, in the absence of a local legislative body, the legislature of the state with jurisdiction over the affected property. If approval for centralized delivery is granted, at least 60 days before commencing such delivery the local postmaster shall provide (1) written notice to any other units of local government and any planning commissions located within the applicable county; and (2) a period of 60 days for public comment from residents, property owners, and home builders within such county regarding the use of centralized delivery at the applicable housing development. The Postal Regulatory Commission shall ensure that the USPS does not change any USPS policy in effect on the date of enactment that would result in a disproportionate negative affect on rural, lower income, elderly, disabled, or predominately minority communities.
Modernizing America's Apprenticeship Act This bill provides statutory authority for federal regulations titled Apprenticeship Programs, Labor Standards for Registration, Amendment of Regulations published by the Department of Labor in the Federal Register on March 11, 2020.
Wireless Resiliency and Flexible Investment Act This bill provides statutory authority for the 60-day time frame for a state or local government that receives a complete eligible facilities request to approve such request. Further, the bill makes other changes related to eligible facilities requests, including expanding the definition of such requests to include any requests for the modification of an existing wireless tower, base station, or eligible support structure that involves the placement, modification, or construction of equipment that improves the resiliency of the wireless tower, base station, or eligible support structure and provides a direct benefit to public safety.
Prohibiting Perks and Privileges Act This bill makes former Members of Congress who are lobbyists ineligible to receive certain federal retirement and health benefits or to use certain congressional benefits and services. The bill also prohibits federal funds from being used to pay the travel expenses of spouses accompanying Members of Congress on official travel, restricts the use of travel promotional awards received by Members in connection with official air travel, and requires a Member's official website to include a link to the Member's financial disclosure reports.
This resolution expresses support for (1) the designation of International Flower Workers' Day to demonstrate the U.S. commitment to practices that respect labor rights in other countries, and (2) the elimination of exploitative labor practices as a key U.S. policy goal. Further, the resolution urges the governments of Colombia and other flower-producing countries to investigate and respond to the social and environmental impacts of the flower-producing industry, and it notes that the Colombian Action Plan Related to Labor Rights has not adequately strengthened or improved working conditions in Colombia. The resolution also encourages the development and implementation of new measures to uphold and fulfill the strong labor commitments made under the U.S.-Colombia Trade Promotion Agreement.
