Idaho's H 323 creates new protections for vulnerable adults (aged 65+ or adults with mental/physical impairments that prevent self-protection) against financial exploitation. Financial institutions and advisors must report suspected exploitation to the Department of Finance or Idaho Commission on Aging, and may temporarily freeze accounts for up to 30 days if they reasonably suspect exploitation. The law ensures confidentiality of reports, requires notifying account holders about holds, and grants immunity to good-faith reporters from liability.
