Clarifies that negligent homicide in the first degree shall include situations where a person causes the death of another person while operating a vehicle without a valid license. Establishes that a violation of this provision shall be a class B felony, with escalation to a class A felony when the person has two or more prior convictions for driving without a valid license within five years. Clarifies what constitutes a prior conviction for driving without a valid license. Effective 7/1/3000. (HD1)

Clarifies that persons whose driver's licenses have been revoked for certain alcohol-related offenses are required to undergo reexamination before the examiner of drivers may relicense the person. Requires a notice and order of administrative revocation to include certain information. Effective 7/1/3000. (HD1)
Amends the administrative process at the Administrative Driver's License Revocation Office. Establishes a tiered administration revocation period of a driver's license for those arrested for operating a vehicle under the influence of an intoxicant.

Requires that state and county firefighters exempt from commercial driver licensure be subject to an alcohol and substance abuse policy for employees that is equivalent to, or exceeds the provisions of, the safety and health standards established by the United States Department of Transportation for holders of commercial driver's licenses.
Exempts emergency medical services personnel from commercial driver's license requirements. Expands the definition of "authorized emergency vehicle" under the State Traffic Code to replace ambulances with emergency medical services vehicles, and include disaster response and recovery vehicles, Department of Health-approved vehicles, and vehicles designated as emergency vehicles by the State or an emergency management agency. Decreases the exempted light transmittance for motor vehicle sun screening devices on front side wing vents and windows from thirty-five per cent to twenty per cent plus or minus six per cent. Exempts the light transmittance for motor vehicle sun screening devices for side windows that are to the rear of the driver and rear windows in sedans. Repeals the requirement that a front number plate be affixed to the front of a motor vehicle. Makes conforming amendments. Effective 7/1/2050. (SD1)
Requires towing truck operators to obtain a towing license. Establishes the Towing Authority within the Department of Transportation to issue towing licenses and regulate towing operations. Prohibits the act of vehicle mobilization without a valid towing license. Prohibits the counties from enacting ordinances that provide less consumer protections than state law. Appropriates funds.
