Requires and appropriates funds for the Department of Business, Economic Development, and Tourism, in collaboration with a county selected by the Department, to develop an artificial intelligence-assisted pre-compliance intake pilot platform, subject to a matching funds requirement for the county. Requires all riders of a high-speed electric bicycle who are under 18 years of age or in a restraining seat or trailer towed by the bicycle to wear a safety helmet. Requires licensure of high-speed electric bicycle operators. Defines "high-speed electric bicycle."
Requires the Director of Human Resources Development, in consultation with the Hawaii Climate Change Mitigation and Adaptation Commission, State Energy Office, and Department of Accounting and General Services, to develop and implement a comprehensive Commuting Choice Benefit Program for all state employees regardless of mode of transportation. Requires the use of current audible reverse warning systems (back-up beepers) on state and county-owned vehicles purchased on or after 1/1/2028, with more effective broadband reversing alarms by 1/1/2028.
Prohibits a person under the age of fifteen from operating a class 3 electric bicycle. Prohibits a person sixteen years of age or older from operating a class 3 electric bicycle unless the person satisfies certain requirements. Effective 7/1/3000. (HD1)
Increases the minimum age for use of low-speed electric bicycles. Prohibits the selling or offering for sale of bicycles equipped with motors except low-speed electric bicycles. Requires sellers of low-speed electric bicycles to provide purchasers with educational materials.
Authorizes the Hawaii State Energy Office to adopt certain federal regulations as they existed on 1/1/2025, that it deems to be in the public interest.
