Establishes the Pro-Housing Score Program to evaluate each county's performance in expanding housing opportunities and reducing regulatory barriers. Requires the counties to publish their respective pro-housing scores online and the Hawaii Housing Finance and Development Corporation to publish certain related information and data on a public dashboard. Establishes criteria for deeming a county noncompliant. Establishes builder's remedies for certain housing projects in transit-oriented development areas. Specifies that if a county is deemed noncompliant, the planning director or an equivalent county officer responsible for land use approvals shall be responsible for approving or denying certain affordable housing development applications. Establishes a State goal to retrofit state facilities to be electric vehicle charger-ready. Beginning 7/1/2027, requires the design of all new state building construction that includes parking to ensure that at least ten per cent of parking stalls are electric vehicle charger-ready. Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services, Department of Transportation, and all other state agencies that own or manage state facilities that include parking, to conduct a survey and identify certain high-priority state facilities. Requires the Hawaii State Energy Office to assess the costs of, and install, retrofits and electric vehicle charging system at high priority state facilities. Requires a report to the Legislature. Amends the administrative process at the Administrative Driver's License Revocation Office. Establishes a tiered administration revocation period of a driver's license for those arrested for operating a vehicle under the influence of an intoxicant. Effective 7/1/3000. (HD1)

Requires each motor vehicle insurance policy to cover the replacement cost of a child passenger restraint system that was damaged or in use by a child during a motor vehicle accident for which liability coverage under the policy is applicable. Effective 7/1/3000. (HD1)
Authorizes the use of county surcharge revenues for transportation and housing infrastructure in counties having a population of 500,000 or less. Authorizes counties that have previously adopted a surcharge on state tax ordinance after July 1, 2015, to amend the uses of the surcharge. Extends the period within which a county with a population of 500,000 or less may collect a surcharge on state tax, under certain conditions, to 12/31/2047. Authorizes cost-sharing with private or other public developers for housing infrastructure projects funded by surcharge revenues. (SD1)
Appropriates funds to the Department of Transportation to implement the recommendations of the Task Force on Mobility Management, established pursuant to Act 214, SLH 2013, in consultation with the Aging and Disability Resource Center of the Executive Office on Aging and other stakeholder groups.
Requires the Department of Land and Natural Resources to include line-item funding for maintenance dredging at state small boat harbor facilities in its annual budget request. Appropriates funds to the Department of Land and Natural Resources to conduct maintenance dredging at state small boat harbors, boat launch ramp facilities, and waterways. Effective 7/1/3000. (HD1)
Establishes what constitutes transit-oriented development and incentivizes development in county-designated transit-oriented development areas or zones. Prioritizes the allocation of a minimum percentage of the Rental Housing Revolving Fund for certain mixed-income rental housing projects or units. Effective 7/1/2050. (SD1)
