Establishes an income tax credit for the purchase of electric garbage trucks by qualified taxpayers. Applies to taxable years beginning after 12/31/2024.
Amends the administrative process at the Administrative Driver's License Revocation Office. Establishes a tiered administration revocation period of a driver's license for those arrested for operating a vehicle under the influence of an intoxicant. Effective 7/1/3000. (HD1)
Requires towing truck operators to obtain a towing license. Establishes the Towing Authority within the Department of Transportation to issue towing licenses and regulate towing operations. Prohibits the act of vehicle mobilization without a valid towing license. Prohibits the counties from enacting ordinances that provide less consumer protections than state law. Appropriates funds. Authorizes for a county to impose a mileage-based road usage charge. Provides for disposition of funds of county mileage-based road usage charge. Clarifies the disposition of funds of state mileage-based road usage charge. Repeals the maximum amount a driver will pay in a state mileage-based road usage charge on June 30, 2028. Establishes a default state mileage-based road usage charge rate when missing, incomplete, or incorrect odometer reading information that will prevent the state mileage-based road usage charge from being calculated. Requires the Department of Accounting and General Services and Department of Transportation to develop a plan for a Comprehensive Transportation Demand Management Program to reduce vehicle emissions and miles traveled by single-occupancy vehicles. Establishes two permanent full-time equivalent (2.0 FTE) co-administrator positions, one in the Department of Accounting and General Services and one in the Department of Transportation. Decreases the exempted light transmittance for motor vehicle sun screening devices on front side wing vents and windows from thirty-five per cent to twenty per cent plus or minus six per cent. Exempts the light transmittance for motor vehicle sun screening devices for side windows that are to the rear of the driver and rear windows in sedans. Repeals the requirement that a front number plate be affixed to the front of a motor vehicle. Makes conforming amendments. Effective 7/1/2050. (SD1)

Starting on July 1, 2026, requires all applicants for a motorcycle instruction permit to successfully complete a basic motorcycle rider course approved by the Department of Transportation before becoming eligible for the permit. Requires each motor vehicle insurance policy to cover the replacement cost of a child passenger restraint system that was damaged or in use by a child during a motor vehicle accident for which liability coverage under the policy is applicable. Effective 7/1/3000. (HD1)
