Restructures the conveyance tax to a marginal rate system for the sale of properties with residential use, adjusts the tax for multifamily properties to reflect value on a per-unit basis, and applies a cost-of-living adjustment to conveyance tax rates. Establishes the Transit-Oriented Development Infrastructure Subaccount within the Dwelling Unit Revolving Fund. Allocates a portion of conveyance tax collections to the Transit-Oriented Development Infrastructure Subaccount and Hawaiian Home Lands Infrastructure and Housing Special Fund. Requires the design of all new state building construction where parking is to be included to provide that a number of the parking stalls, as determined by the Department of Accounting and General Services, shall be electric vehicle charger-ready. Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services and Department of Transportation, to conduct a survey and identify certain high-priority state facilities. Requires the Department of Transportation to assess a per passenger head fee against cruise ships docking in the State's commercial harbors in addition to existing port user fees. Beginning 7/1/2028, authorizes a county to impose a mileage-based road usage charge on electric vehicles. Provides and requires a county to establish the rate of the road usage charge. Repeals the requirement for the Department of Transportation to establish county subaccounts within the State Highway Fund. Clarifies the disposition of funds for state mileage-based road usage charge. Clarifies the rate and calculation of the state mileage-based road usage charge. Specifies that rental motor vehicle companies may visibly pass the costs of the mileage-based road usage charges to the consumer. Expands allowable uses of the State Highway and Highway Funds. Prohibits a person from operating a moped or electric motorcycle in certain areas designated for bicycles. Renames the Electric Bicycle and Electric Moped Rebate Program to the Electric Mobility Device Rebate Program. Expands eligibility for the rebate program and amends the maximum rebate amounts. Reduces the deadline to submit an application to six months from the date of purchase. Requires applicants who are enrolled in a school, community college, or university to demonstrate a financial need to be eligible for an additional assistance rebate. Exempts certain class 3 electric bicycles from registration requirements. Establishes a cap for the Electric Mobility Device subaccount and requirements for transferring funds into the subaccount. Amends the age requirement for required helmet use from 16 to 18 years of age. Prohibits a person under the age of fifteen from operating a class 3 electric bicycle. Establishes rules for electric bicycle operation. Allows use of electric bicycles on public sidewalks, subject to certain conditions. Prohibits individuals under 18 years of age from operating an electric motorcycle or motor-driven cycle. Changes the term "motor scooter" to "motor-driven vehicle". Requires, when planning and managing state highways, in certain areas to be determined by certain national standards. Establishes requirements for the State Highway Safety and Modernization Council. Authorizes the State Highway Safety and Modernization Council to select potential areas for the Department of Transportation to install additional photo red light imaging detector systems. Prohibits any vehicles from blocking marked crosswalks. Authorizes the Department of Transportation to implement additional automated speed enforcement systems in school zones as designated by the Safe Routes to School Advisory Committee. Requires annual reports. Requires the Department of Transportation to collaborate with the Judiciary before any expansion of the photo red light imaging detector and automated speed enforcement systems. Appropriates funds. Requires each county, in collaboration with the Department of Transportation, to establish a Summer Streets Pilot Program that closes vehicular traffic and repurposes roads for pedestrian and cyclist use, outdoor events, and other community-driven activities.
