Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds a definition of "green infrastructure". Requires the Office of Planning and Sustainable Development to submit a report to the Legislature making recommendations for implementing green infrastructure objectives, policies, and priority guidelines.
Authorizes the issuance of $15 million in general obligation bonds to finance the planning, design, and construction of a 50,000 square foot aerospace hangar and related facilities at Hilo international airport. Requires matching contributions from the federal government and private sector. Directs appropriation to be expended by the Department of Transportation. Requires a report to the Legislature. Requires the Department of Transportation to plan and design an expansion of the runway at Molokai Airport to accommodate larger aircraft. Requires the Department of Transportation to submit a report to the Legislature. Appropriates funds. Effective 7/1/2077. (SD1)
Amends the administrative process at the Administrative Driver's License Revocation Office. Establishes a tiered administration revocation period of a driver's license for those arrested for operating a vehicle under the influence of an intoxicant. Effective 7/1/3000. (HD1)
Requires towing truck operators to obtain a towing license. Establishes the Towing Authority within the Department of Transportation to issue towing licenses and regulate towing operations. Prohibits the act of vehicle mobilization without a valid towing license. Prohibits the counties from enacting ordinances that provide less consumer protections than state law. Appropriates funds. Amends the transfer of funds for central service expenses from the State Highway Fund, Airport Revenue Fund, and Harbor Special Fund. Effective 7/1/3000. (HD1)
Requires each motor vehicle insurance policy to cover the replacement cost of a child passenger restraint system that was damaged or in use by a child during a motor vehicle accident for which liability coverage under the policy is applicable. Effective 7/1/3000. (HD1)
Requires the Department of Land and Natural Resources to include line-item funding for maintenance dredging at state small boat harbor facilities in its annual budget request.
