Requires the Department of Education to develop and implement a statewide Artificial Intelligence Literacy Curricula Plan for students in eleventh and twelfth grades, beginning with the 2027-2028 school year as a condition for graduation. Establishes the Advisory Council for Artificial Intelligence Education. Establishes a three-year Artificial Intelligence Education Grant Pilot Program within the Department of Education. Requires reports to the Legislature. Appropriates funds.
Requires government entities in the State that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real-time by 1/1/2027. Requires government entities in the State that issue building permits in areas served by an investor-owned electric utility to adopt a self-certification process for solar distributed energy resource systems that are not SolarAPP+ compatible.
Establishes it as an unlawful discriminatory practice for a place of public accommodation to deny a person with a disability full and equal enjoyment of information related to their services, facilities, privileges, advantages, or accommodations by requiring use of information and communication technology that is not accessible to the person. Establishes exceptions.

Requires a digital application store provider to verify the age of users, require parental consent for users under sixteen years of age to download or purchase, or make a purchase on, a social media platform, and distribute that information to social media platforms. Requires social media platforms to obtain the age information from digital application store providers, determine whether parental consent has been provided for young persons, and take reasonable steps to identify young person users through their algorithms. Establishes a framework to regulate controllers and processors with access to personal consumer data. Establishes penalties. Establishes the Consumer Privacy Special Fund to be administered by the Department of the Attorney General. Appropriates funds.
Requires certain social media platforms to provide an accessible mechanism for users to delete their accounts on the platform and permanently erase all personal information and sensitive personal information associated with deleted accounts. Prohibits certain deceptive practices by social media platforms that obstruct the deletion of user accounts. Authorizes the Attorney General to pursue civil actions and seek injunctive relief and penalties for violations. Effective 7/1/2027. (CD2)
Establishes safeguards, protections, oversight, and penalties for interactions between minors and artificial intelligence companion systems or conversational artificial intelligence services. Effective 1/1/2077. (SD2)
Prohibits surveillance pricing, or differential pricing based on information collected with electronic surveillance technology. Deems surveillance pricing an unfair and deceptive practice. Provides certain exemptions.
Requires operators of conversational artificial intelligence services in the State to issue certain disclosures to account holders and users. Requires operators to develop protocols to respond to prompts or content associated with, and prevent the production of, suicidal ideations in account holders and users. Establishes protections for minor account holders of conversational artificial intelligence services. Beginning 1/1/2027, requires operators to submit annual reports to the Department of Commerce and Consumer Affairs. Allows the Department of the Attorney General to bring a civil action against operators who violate certain requirements and establishes statutory penalties. Effective 7/1/3000. (HD1)
Requires the Hawaii Technology Development Corporation to establish and implement projects to assist small businesses related to the tourism sector with technology enablement. Requires HTDC to submit a report to the Legislature. Appropriates funds.
