Increases the aggregate cap on credits allowed in any given year for the Motion Picture, Digital Media, and Film Production Income Tax Credit from $50,000,000 to $60,000,000. Extends the sunset of the tax credit to 1/1/2038. Applies to taxable years beginning after 12/31/2026. Repeals 1/1/2038. Effective 7/1/3000. (HD1)
Appropriate funds to the legislative reference bureau to procure artificial intelligence software and analytic services to streamline state law and regulations. Requires a report to the legislature.
Establishes and appropriates funds for a data and artificial intelligence governance and decision intelligence center and necessary positions to improve data quality and data sharing statewide.
Requires the Department of Health, in coordination with the Department of Budget and Finance and Office of Enterprise Technology Services, and Department of Human Services, to establish and maintain an online clearinghouse enhanced by artificial intelligence of evidence-based treatment and prevention programs. Requires DOH to support the integration of artificial intelligence in the online clearinghouse. Requires DOH to ensure that any artificial intelligence model used in support of the online clearinghouse is subject to regular audits. Requires an annual report to the Legislature. Increases the cap for awards to assist businesses applying for the Small Business Innovation Research Grant Program and the Small Business Technology Transfer Grant Program of the Hawaii Technology Development Corporation. Adds purchasing of renewable energy systems as an eligible expense and clarifies that training on both new and existing manufacturing equipment is an eligible expense for the Manufacturing Development Grant Program. Clarifies that no tax credit is available for renewable energy systems purchased with a grant received under the Manufacturing Development Grant Program.
Requires the Hawaii Technology Development Corporation to establish state goals and implement projects to advance economic diversification through innovation and technology. Appropriates funds to support the Hawaii Small Business Innovation Research Program, Manufacturing Assistance Program, and accelerator and small business training programs.
