Establishes the class C felony offense of criminal property damage to critical infrastructure facilities. Expands the term "critical infrastructure" to include broadband, wireless, and cable networks. Effective 7/1/3000. (HD1)
Establishes the Broadband and Digital Equity Special Fund to receive revenues earned by major social media platforms to fund initiatives expanding broadband access and local journalism initiatives. Directs the Department of Taxation to apply the state corporate income tax to advertising revenue earned by major social media platforms if the revenue is derived from content created within the State or from audiences located in the State. Appropriates funds. Effective 7/1/3000. (HD1)
Requires operators of conversational artificial intelligence services in the State to issue certain disclosures to account holders and users. Requires operators to develop protocols to respond to prompts or content associated with, and prevent the production of, suicidal ideations in account holders and users. Establishes protections for minor account holders of conversational artificial intelligence services. Beginning 1/1/2027, requires operators to submit annual reports to the Department of Commerce and Consumer Affairs. Allows the Department of the Attorney General to bring a civil action against operators who violate certain requirements and establishes statutory penalties. Effective 7/1/3000. (HD1)
Requires and appropriates funds for the Department of Business, Economic Development, and Tourism, in collaboration with a county selected by the Department, to develop an artificial intelligence-assisted pre-compliance intake pilot platform, subject to a matching funds requirement for the county. Requires the Department of Business, Economic Development, and Tourism to develop a policy or metric to measure the success of the pilot platform. Effective 7/1/3000. (HD1)
Extends the sunset date of Act 107, SLH 2023, which allows for the reimbursement of services provided through telehealth via an interactive telecommunications system, until 12/31/2026. (HD2)
Requires all state agencies proposing, adopting, amending, or repealing a rule to make the full text of the rules of the agency available on the website of the Office of the Lieutenant Governor in a digitally accessible and searchable format. Effective 7/1/3000. (HD1)
