Establishes limits on transactions through digital financial asset transaction kiosks. Prohibits (1) the exchanging of United States currency, in an amount greater than $100, from new customers for digital financial assets; (2) any two customers from transacting to the same digital financial asset wallet address; and (3) beginning 1/1/2030, the exchange of United States currency from customers for digital financial assets. Requires operators of digital financial asset transaction kiosks to use blockchain analytics and tracing software to prevent fraud; make certain disclosures; provide receipts to customers; provide full refunds under certain circumstances; and provide live customer service and a dedicated communications line for the Attorney General, Office of Consumer Protection, Department of Law Enforcement, and county police departments. Requires the Department of the Attorney General to submit annual reports to the Legislature pertaining to the offense of terroristic threatening in the first degree. Expands the definition of "terroristic threatening" to include any form of written or electronic communication. Includes additional protected classes that designate the offense of terroristic threatening in the first degree as a class B felony. Amends the offense of obstructing government operations to include obstructing the performance of a governmental function by an educational worker acting in an official capacity. Effective 7/1/3000. Prohibits music streaming platforms from hosting, distributing, or otherwise making available in the State music performed or attributed to an artificial intelligence music artist. Makes violations an unfair method of competition and an unfair and deceptive act or practice. Effective 7/1/3000. (HD1)
Requires an automated vehicle used by a motor carrier to transport passengers commercially to have a human supervisor present in the vehicle. Establishes an income tax credit to incentivize the training of supervisors for autonomous vehicles. Sunsets 12/31/2036. Applies to taxable years beginning after 12/31/2026. Effective 7/1/3000. (HD1)
