Exempts transfers of Hawaiian Home Lands from transfer restrictions for real property under housing development programs of the Hawaii Housing Finance and Development Corporation. Effective 7/1/3000. (SD1)
Clarifies that a partner or member that is a partnership or limited liability company that has been allocated a low-income housing tax credit may either further allocate the credit or transfer, sell, or assign all or a portion of the credit to any person. Extends the sunset date of Act 129, SLH 2016, relating to the low-income housing tax credit, from 12/31/2027 to 12/31/2032. Effective 7/1/3000. (HD2)
Establishes a working group within the Hawaii Housing Finance and Development Corporation to identify existing mixed-use developments in Maui County that could be acquired by the Hawaii Housing Finance and Development Corporation for use as affordable housing and commercial rental leases. Allows the Department of Hawaiian Home Lands to utilize the Dwelling Unit Revolving Fund as collateral when the Department acts as an eligible borrower for a loan agreement under section 184A of the Housing and Community Development Act of 1992, as amended. Exempts affordable housing projects that are financed by a nonprofit community development financial institution certified by the Hawaii Housing Finance and Development Corporation as utilizing less than a certain amount from the Affordable Homeownership Revolving Fund from prevailing wage provisions. Amends the Hawaiian Homes Commission Act of 1920, as amended, to authorize the transfer of a living beneficiary's place on the Department of Hawaiian Home Lands' waitlist for any residential, agricultural, or pastoral tract to a qualified application successor who is at least one-fourth Hawaiian, if the beneficiary dies. Appropriates funds for the Hawaii Housing Finance and Development Corporation to allocate to housing counseling agencies certified by the United States Department of Housing and Urban Development to provide housing counseling services. Requires the Hawaii Housing Finance and Development Corporation to consider additional preferential factors when supplying housing or assistance in obtaining housing. Requires the Hawaii Housing Finance and Development Corporation to determine the order of preferences and rank applicants, select applicants based on application date, and validate the preference status of applicants. Provides rebates for the installation of eligible electric vehicle-ready parking stalls for new construction of affordable housing. Effective 7/1/3000. (HD1)
Prohibits a landlord from rejecting a rental application solely due to an applicant's inability to provide a recent paycheck. Authorizes the landlord to require the applicant to provide evidence dated within ninety days of the application demonstrating the applicant has sufficient unearned income or liquid assets to cover the rental costs.
