Establishes the Hawaii Preventive Services Advisory Committee and authorizes the Department of Health to issue preventive service recommendations. Requires health insurance coverage without cost-sharing for Department of Health-recommended clinical preventive services. Provides immunity for healthcare providers' and facilities' provision of recommended clinical preventive services.
Appropriates funds to the Department of Human Services to provide Medicaid coverage under the Children's Health Insurance Program for income-qualified pregnant persons and children who are otherwise ineligible due to their immigration status.
Requires health insurers, mutual benefit societies, and health maintenance organizations to honor a patient's written assignment of benefits to a substance use disorder treatment provider. Prohibits health insurance policies, plans, contracts, and agreements from including anti-assignment clauses that restrict or invalidate a patient's right to assign benefits. Authorizes the Insurance Commissioner to adopt rules and take enforcement action to ensure compliance. Deems violations to be unfair methods of competition and unfair or deceptive acts or practices in the business of insurance. Requires insurers, mutual benefit societies, and health maintenance organizations to furnish an explanation of benefits to the assigned provider upon request. Effective 1/30/2050. (HD1)
Establishes a schedule of late fees to be added to the original unpaid claim amount if a health insurer, mutual benefit society, or health maintenance organization fails to pay a provider within the required time.
Appropriates funds to the Department of Human Services to provide health insurance through Medicaid's Children's Health Insurance Program to income-qualified children and pregnant persons regardless of their immigration status.
Establishes a 3-year Health Coverage Continuity Pilot Program within the Department of Human Services, in consultation with the Department of Commerce and Consumer Affairs, to assist individuals who have lost Medicaid health insurance coverage and lack access to other health insurance options. Authorizes the Department of Human Services to contract with a nonprofit health insurer or community-based organization to operate the Pilot Program under certain circumstances. Authorizes the Department of Human Services to issue premium subsidies in certain circumstances. Requires reports to the Legislature. Appropriates moneys. Sunsets 6/30/2029. Effective 7/1/3000. (SD2)
Establishes restrictions on the use of artificial intelligence, algorithms, or other software tools for purposes of decision-making in health insurance utilization reviews. Requires a licensed health care provider to review all adverse actions by the health carrier.
Establishes a temporary Medi-Medi Project within the Hawaii State Health Insurance Assistance Program administered by the Executive Office on Aging to assist older adults, Medicare beneficiaries, individuals with disabilities, and other underserved populations who may qualify for various low-income subsidy programs to gain access to their benefits. Requires the Executive Office on Aging to submit reports to the Legislature. Appropriates funds.
