Appropriates funds to the Department of Human Services to issue supplemental contracts to community-based organizations to address increases in costs related to labor, insurance, utilities, rent, and gas. For any multi-year contracts entered into or renewed beginning in fiscal year 2027-2028, requires the Department of Human Services to issue a Request for Information to determine whether any existing contract remains fiscally sound and thereafter determine, with the consent of the contractor, whether a new request for proposals should be issued. Establishes the Primary Care Providers Working Group within the State Health Planning and Development Agency to address issues relating to, and develop recommendations for the stabilization of, primary care services in Hawaii. Allows for the regulation of sports wagering by the Department of Business, Economic Development, and Tourism. Establishes licensing requirements for sports wagering operators and sports wagering suppliers. Establishes a general excise tax to be levied on sports wagering operator licenses. Establishes the Problem Gambling Prevention and Treatment Special Fund to be administered and expended by the Department of Health. Specifies that legal sports wagering and fantasy sports contests shall not be considered contests of chance or gambling. Establishes a position within the State Foundation on Culture and the Arts to support implementation and coordination of specialized arts programs and therapeutic arts interventions for underserved and neurodiverse populations. Adopts the Psychology Interjurisdictional Compact to regulate the practice of telepsychology and temporary in-person, face‑to‑face practice of psychology by psychologists across state boundaries in the performance of their psychological practice.
