Prohibits persons from interfering with another person's access to or from a health care facility or disrupting the normal functioning of a health care facility. Makes violations a petty misdemeanor. Establishes a private right of action. Authorizes the Attorney General to bring an action for injunctive or other equitable relief. (SD1)

Requires the Office of Wellness and Resilience, in consultation with the Department of Human Services, to develop a comprehensive plan by 6/30/2027 for the establishment of a Kakou Pilot Program to support families and children in need. Requires the Office to submit preliminary and final reports to the Legislature on the plan and identify an administering agency or agencies for the pilot program. Beginning 7/1/2028, authorizes the Department of Human Services to expend Temporary Assistance for Needy Families program funds for the purposes of the Kakou Pilot Program. (CD1)

Specifies that no person is subject to liability for providing clinical preventive services in accordance with Department of Health recommendations. Requires health insurers, mutual benefit societies, health maintenance organizations, and plans issued by the Hawaii Employer-Union Health Benefits Trust Fund to provide coverage for clinical preventive services. Authorizes the Department of Health to make recommendations relating to clinical preventive services and issue standing orders for medications and immunizations. Clarifies that, for child health supervision services coverage, the prevailing medical standards include recommendations by the Department of Health. Prohibits denial of coverage and prior authorization for clinical preventive services based on medical necessity. Specifies that a registered pharmacist may order a vaccine in accordance with the recommendations from the Department of Health. Exempts this measure from an Auditor impact assessment report. Appropriates funds to the Department of Human Services to issue supplemental contracts to community-based organizations to address increases in costs related to labor, insurance, utilities, rent, and gas. For any multi-year contracts entered into or renewed beginning in fiscal year 2027-2028, requires the Department of Human Services to issue a Request for Information to determine whether any existing contract remains fiscally sound and thereafter determine, with the consent of the contractor, whether a new request for proposals should be issued. Effective 7/1/3000. (SD1)

Allows for the regulation of sports wagering by the Department of Business, Economic Development, and Tourism. Establishes licensing requirements for sports wagering operators and sports wagering suppliers. Establishes a general excise tax to be levied on sports wagering operator licenses. Establishes the Problem Gambling Prevention and Treatment Special Fund to be administered and expended by the Department of Health. Specifies that legal sports wagering and fantasy sports contests shall not be considered contests of chance or gambling. Authorizes the Department of Business, Economic Development, and Tourism to perform criminal history record checks on applicants and licensees relating to sports wagering. Effective 7/1/3000. (HD1)
