Requires the Director of Human Resources Development, in consultation with the Hawaii Climate Change Mitigation and Adaptation Commission, State Energy Office, and Department of Accounting and General Services, to develop and implement a comprehensive Commuting Choice Benefit Program for all state employees regardless of mode of transportation. Establishes reporting and review requirements for member agencies relating to climate change mitigation and adaptation efforts and clean economy targets. Updates reporting requirements for the Sea Level Rise Vulnerability and Adaptation reports. Allows the Commission to enter into certain procurement contracts. Requires and appropriates funds for the Hawaii Climate Change Mitigation and Adaptation Commission to develop, implement, and maintain a centralized resource website to connect residents to support and resources to address affordability, health, safety, and the impacts of climate change. Includes the Chief Energy Officer of the Hawaii State Energy Office as a member of the Hawaii Climate Change Mitigation and Adaptation Commission. Ensures that the State's zero emissions clean economy aspirational target encourages both local and global sequestration. Requires each state agency to review the impacts of its internal plans as they relate to the purpose and goals of the Commission. Requires HSEO to submit summary reports to the Governor and Legislature. Appropriates funds.
Requires the Hawaii Climate Change Mitigation and Adaptation Commission to develop adaptation pathways plans to modify and relocate development and associated infrastructure away from critically vulnerable areas to locations outside of sea level rise and coastal flooding exposure area. Directs certain state agencies to identify opportunities for investing in nature-based solutions that reduce carbon emissions. Amends the leadership, membership, powers, and duties of the Hawaii Climate Change Mitigation and Adaptation Commission. Establishes the powers and duties of the Climate Change Mitigation and Adaptation Commission Coordinator. Beginning after 12/31/2026, requires all department and agency plans and decisions to consider recommendations made by the Commission and Coordinator.
