Requires each state agency to expeditiously use energy efficient lighting. Requires the Hawaii State Energy Office to provide technical assistance and survey state agencies for compliance, prioritizing first responder facilities. Requires the Department of Accounting and General Services to assist the Hawaii State Energy Office in conducting the survey. Requires a report of the survey to the Legislature. Effective 1/1/2491. Authorizes certain government entities to establish a self-certification process for behind-the-meter, customer-sited solar distributed energy resource systems and exempt the systems from the Federal Emergency Management Agency No-Rise/No-Impact declaration requirements under certain circumstances. Requires the College of Tropical Agriculture and Human Resilience to establish a Center for Biosecurity Research, Education, and Extension to develop and implement innovative solutions for detecting, monitoring, eradicating, and managing invasive species. Appropriates funds.
Adds a minimum penalty and maximum penalty per violation of the State Water Code and authorizes the Commission on Water Resource Management to consider each day that a violation exists or continues to exist a separate offense. Establishes factors the CWRM must consider when determining the amount of the penalty. Increases maximum fines, for violations that cause harm, every five years from 2030 to 2045.
Authorizes and provides funding for the Department of Agriculture and Biosecurity, in coordination with relevant state agencies, to identify and, if legally permissible, resolve survey deficiencies and wastewater compliance issues on non-agricultural park lands. Increases the size of a deposit glass beverage container from sixty-eight to one hundred twenty-eight fluid ounces. Adds building materials as a purpose under the glass recovery program. Adds wine, spirits, and milk and other dairy-derived products to the definition of "deposit beverage". Increases the size of a deposit beverage container from sixty-eight to one hundred twenty-eight fluid ounces. Takes effect 1/1/2027.
Requires and establishes benchmarks for each state executive agency to ensure that a certain percentage of lei purchased by that executive agency consists of lei made entirely of natural objects and plant materials grown, harvested, and assembled in the State. Establishes labeling requirements for lei and lei materials. Requires the disclosure of the geographic origin for the plant materials and natural objects that comprise a lei or lei materials. Effective 7/1/3000. (HD2)
Prohibits the State from leasing any public lands, or extending the lease of any public lands, to any individual, corporation, or federal agency that is in arrears in the payment of certain moneys to the State, is noncompliant with a consent decree or memoranda of agreement with the State that requires environmental maintenance or remediation with regard to the subject public lands, or has been found to be in violation of federal or state laws aimed at protecting the environment. Requires certification by the Office of the Governor before the issuance or extension of any federal lease that the individual, corporation, or federal agency is in good standing with the State. Provides that, if any existing lessee of public lands is found not to be in good standing with the State as of the effective date of this Act, the lessee shall have three years, or until the end of the lease term, whichever is sooner, to correct the violation or the lease shall be terminated. Restricts commercial helicopter tour operations over sensitive areas designated by the Department of Transportation through public process. Requires the Department of Transportation to enforce restrictions through a permit process, flight tracking, noise monitoring, complaint investigation, and the issuance of a civil penalty for each violation. Requires an annual report to the Legislature by the Department of Transportation.
