Establishes a statewide underground water and carbon sequestration resource characterization program via slim hole bores and a related statewide environmental assessment. Effective 5/13/2040. (SD1)
Requires the Hawaii Clean Energy Initiative Program to design and implement a plan to increase jobs that strengthen emergency preparedness and climate resilience. Authorizes the use of the Energy Security Special Fund to advance the State's goals of strengthening emergency preparedness and climate mitigation.

Requires a landowner in possession of ten thousand or more acres in the State to be liable for damages and fines arising from runoff originating on the land and entering into state waters. Requires the Department of Health to prioritize enforcement of water pollution control regulations in rural areas where there are existing reports of runoff and other terms of water pollution. Requires each state agency to expeditiously use energy efficient lighting. Requires the Hawaii State Energy Office to provide technical assistance and survey state agencies for compliance, prioritizing first responder facilities. Requires the Department of Accounting and General Services to assist the Hawaii State Energy Office in conducting the survey. Requires a report of the survey to the Legislature. Effective 1/1/2491. Establishes a two-year Electric Vehicle Battery Recycling and Reuse Working Group within the Hawaii State Energy Office. Requires the working group to examine how to maximize the recycling and reuse of electric vehicle batteries and recommend electric vehicle battery management practices. Requires a report to the Legislature. (SD1)
Authorizes the Clean Energy and Energy Efficiency Revolving Loan Fund to be used to provide financial assistance to underserved ratepayers, in addition to other eligible borrowers. Appropriates funds into and out of the Clean Energy and Energy Efficiency Revolving Loan Fund. Effective 7/1/3000. (SD1)
Requires the Department of Land and Natural Resources to create and annually update a wildfire hazard map. Requires private and public property owners to trim grasses within certain proximities of public rights of way and utility lines, enforced by the State Fire Marshal as to State-owned land and the applicable county fire department as to privately owned land. Authorizes electric utility companies to enter private or public property to trim or remove hazardous vegetation. Appropriates funds. Effective 6/1/2050. (SD2)
Appropriates funds for the Native Resources and Fire Protection Program and Hawaii Invasive Species Council to ensure their long-term viability and continue to control and eradicate invasive species in the State. Effective 7/1/3000. (SD1)
