Appropriates funds to establish positions within the Division of Aquatic Resources of the Department of Land and Natural Resources. Effective 7/1/2050. (SD1)
Authorizes state facilities to wheel electricity produced by their own facility from renewable energy sources to other state facilities pursuant to administrative rules or orders established by the Public Utilities Commission. Authorizes certain government entities to establish a self-certification process for behind-the-meter, customer-sited solar distributed energy resource systems and exempt the systems from the Federal Emergency Management Agency No-Rise/No-Impact declaration requirements under certain circumstances. Transfers the Hawaii Climate Change Mitigation and Adaptation Commission from the Department of Land and Natural Resources to the Office of Planning and Sustainable Development for administrative purposes. Removes the manager of the Coastal Zone Management Program from the Commission. Adds a representative from the University of Hawaii to the Commission. Effective 1/1/2050. (SD1)
