Amends the Renewable Energy Technologies Income Tax Credit by: Limiting claims for certain solar energy systems that are not third-party financed systems and installed and placed in service on a single-family residential property to taxpayers with an adjusted gross income of $175,000 or less if filing as an individual, $262,500 or less if filing as a head of household, or $350,000 or less if filing jointly; increasing the maximum adjusted gross income an individual taxpayer must be below in order to be eligible to have any excess credits refunded and limiting credit refundability to systems that are not third-party financed systems; and prohibiting a taxpayer from claiming a credit for a renewable energy technology system installed and placed in service on a residential property where the taxpayer has claimed a credit in prior taxable years. Establishes base selection criteria for designating exceptional trees. Establishes the significant tree designation, selection criteria, and related processes. Establishes the State Arborist Advisory Committee within the Department of Land and Natural Resources for administrative purposes. Requires County Arborist Advisory Committees to have at least five members, adopt new exceptional tree selection criteria, and designate significant trees. Directs the Department of Land and Natural Resources and the University of Hawaii to cooperate with State and County Arborist Advisory Committees to carry out the Exceptional Trees Program. This bill establishes a Legislative Task Force on Hawaii's Future Energy Pathways to examine strategies for transitioning the state's energy system over the next three decades. The task force will evaluate options for integrating renewable energy and distributed resources into the grid, assess risks and costs associated with fossil fuel investments, and consider lessons from other jurisdictions making similar transitions. The committee will include representatives from the House energy committee, the Senate, and the Hawaii State Energy Office to provide recommendations on achieving affordable, reliable, and decarbonized energy while protecting ratepayers.
Authorizes the counties to close or restrict public lands under the county's jurisdiction when necessary to protect public health, ensure public safety, or preserve natural or cultural resources. Effective 7/1/3000. (HD2)
Requires any existing habitat conservation plan that does not include an agreement for emergency medical and rehabilitation services for affected native wildlife to be amended to include the services in the agreement. Effective 1/1/3000. (SD1)
Requires the Division of Aquatic Resources of the Department of Land and Natural Resources to: manage the aquatic life and aquatic resources of the State, giving the highest priority to protecting, restoring, and maintaining ecosystem integrity and using the best peer-reviewed scientific data available; maintain reefs and each native species within them at levels no less than the best peer-reviewed science suggests is able to comfortably withstand the worst coral bleaching events and other likely threats to reef ecosystem health in the subsequent five decades; and set goals, make plans, and take action to substantially increase coral-reef resilience with annual reports to the Legislature. This Senate Concurrent Resolution creates a joint legislative working group to study and design a statewide mattress stewardship program in Hawaii. The group will include state officials, county representatives, and industry stakeholders to evaluate how to manage discarded mattresses and reduce landfill waste. Members will examine collection systems, recycling options, funding methods, and rules for manufacturers and retailers to handle end-of-life mattresses. The working group must submit its findings and any proposed legislation to the Legislature by late 2026 for potential implementation in 2027.

Excludes from the definition of "development", as it applies to special management areas, the installation, maintenance, repair, and replacement of an electric vehicle charging system. Includes the Public Utilities Commission in the development and implementation of plans to meet the long-term goals for zero-emissions transportation in the State. Effective 7/1/2050. (SD1)
