Amends the Renewable Energy Technologies Income Tax Credit by: Limiting claims for certain solar energy systems that are not third-party financed systems and installed and placed in service on a single-family residential property to taxpayers with an adjusted gross income of $175,000 or less if filing as an individual, $262,500 or less if filing as a head of household, or $350,000 or less if filing jointly; increasing the maximum adjusted gross income an individual taxpayer must be below in order to be eligible to have any excess credits refunded and limiting credit refundability to systems that are not third-party financed systems; and prohibiting a taxpayer from claiming a credit for a renewable energy technology system installed and placed in service on a residential property where the taxpayer has claimed a credit in prior taxable years. Requires the Department of Land and Natural Resources' Division of Aquatic Resources to begin the Holomua Marine Initiative process no later than 7/1/2027 to address coral reef restoration on Oahu. Effective 7/1/3000. (HD2)
Establishes base selection criteria for designating exceptional trees. Establishes the significant tree designation, selection criteria, and related processes. Establishes the State Arborist Advisory Committee within the Department of Land and Natural Resources for administrative purposes. Requires County Arborist Advisory Committees to have at least five members, adopt new exceptional tree selection criteria, and designate significant trees. Directs the Department of Land and Natural Resources and the University of Hawaii to cooperate with State and County Arborist Advisory Committees to carry out the Exceptional Trees Program. Authorizes the counties to close or restrict public lands under the county's jurisdiction when necessary to protect public health, ensure public safety, or preserve natural or cultural resources. Effective 7/1/3000. (HD2)

Requires the Division of Aquatic Resources of the Department of Land and Natural Resources to: manage the aquatic life and aquatic resources of the State, giving the highest priority to protecting, restoring, and maintaining ecosystem integrity and using the best peer-reviewed scientific data available; maintain reefs and each native species within them at levels no less than the best peer-reviewed science suggests is able to comfortably withstand the worst coral bleaching events and other likely threats to reef ecosystem health in the subsequent five decades; and set goals, make plans, and take action to substantially increase coral-reef resilience with annual reports to the Legislature. SCR 19 is a concurrent resolution requesting Hawaii's Department of Land and Natural Resources (DLNR) to collaborate with the Department of Education and State Public Charter School Commission to create a student-led coral stewardship program. The program would focus on educating students and the public about reef-safe sunscreen practices (avoiding chemicals like oxybenzone that harm coral) through voluntary, non-enforcement activities like student outreach and educational materials. It specifically aims to engage students from public charter schools with existing marine stewardship programs, such as West Hawai‘i Explorations Academy. DLNR must report to the legislature by early 2027 on collaborative efforts and any recommendations for advancing reef protection.

Excludes from the definition of "development", as it applies to special management areas, the installation, maintenance, repair, and replacement of an electric vehicle charging system.
