Establishes and appropriates funds for the Keauhou Aquifer System Monitoring Pilot Project within the Department of Land and Natural Resources. Appropriates funds for the installation of two monitoring wells in the Keauhou Aquifer System. Requires reports to the Legislature. Effective 7/1/3000. (HD1)

Requires a landowner in possession of ten thousand or more acres in the State to be liable for damages and fines arising from runoff originating on the land and entering into state waters. Requires the Department of Health to prioritize enforcement of water pollution control regulations in rural areas where there are existing reports of runoff and other terms of water pollution. Amends the renewable fuels production tax credit by: increasing the tax credit rate; specifying that the credit may be claimed for fuels that meet certain lifecycle greenhouse gas emissions and product transportation emissions thresholds; adding credit values for low lifecycle emissions renewable fuels and sustainable aviation fuels produced; allowing a taxpayer who previously claimed a credit to claim another credit for taxable years beginning after 12/31/2024; amending the credit period to be for a maximum period of ten consecutive years beginning from the effective date of this Act; and amending the required information in the certified statement. Authorizes the Clean Energy and Energy Efficiency Revolving Loan Fund to be used to provide financial assistance to underserved ratepayers, in addition to other eligible borrowers. Appropriates funds into and out of the Clean Energy and Energy Efficiency Revolving Loan Fund. Effective 7/1/3000. (SD1)

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to study the feasibility of implementing a "buy clean" decarbonization policy and program in Hawaii. Requires administrative and substantive support from the Department of Land and Natural Resources. Appropriates funds. Effective 7/1/3000. (HD1)

Appropriates funds for the Native Resources and Fire Protection Program and Hawaii Invasive Species Council to ensure their long-term viability and continue to control and eradicate invasive species in the State. Effective 7/1/3000. (SD1)

Requires the Public Utilities Commission to consider whether approving a proposed merger or acquisition would or would not further the State's renewable energy goals. Prohibits the acquiring entity of an electric utility company from terminating or attempting to renegotiate any existing and valid power purchase agreements and requires the acquiring entity to assume and be bound by existing collective bargaining agreements and retain all covered employees. Establishes a process to ensure that when an electric utility is subject to an application for a proposed acquisition, merger, or consolidation by a potential acquiring entity that is an investor-owned utility and seeks approval of the application from the Public Utilities Commission, the electric utility shall demonstrate that it solicited bids from potential acquiring entities that operate under a non-investor-owned utility ownership model. Requires the electric utility to submit acceptable bids from a potential acquiring entity operating under a non-investor-owned utility ownership model concurrently with an application by a potential acquiring entity that is an investor-owned utility and the Public Utilities Commission to review those applications concurrently. Establishes a lithium-ion battery recycling working group within the Department of Health to assess recycling methods for small and medium format lithium-ion batteries. Effective 7/1/3000. (HD1)

Increases the transient accommodations tax and allocates a portion of the tax to the general fund for projects that address climate change impacts and advance economic development and revitalization. Effective 7/1/3000. (HD2)
