HB 1904: RELATING TO SPACE OPERATIONS.

Establishes within the Department of Business, Economic Development, and Tourism the Hawaii Orbital Sustainability and Space Traffic Board and orbital tracking and traffic management system. Establishes registration and compliance standards for aerospace activities in state airspace. Authorizes the awarding of research, education, and workforce development grants. Requires compliance with the Hawaii Environmental Policy Act and historic preservation requirements, and Native Hawaiian cultural consultation. Requires annual reports to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

HB 2194: RELATING TO LEI.

Requires and establishes benchmarks for each state executive agency to ensure that a certain percentage of lei purchased by that executive agency consists of lei made entirely of natural objects and plant materials grown, harvested, and assembled in the State. Establishes labeling requirements for lei and lei materials. Requires the disclosure of the geographic origin for the plant materials and natural objects that comprise a lei or lei materials. Increases fines for violations of leaf blower, string trimmer, and weed whacker restrictions. Beginning 7/1/2028, prohibits government entities from purchasing leaf blowers, string trimmers, or weed whackers that do not meet the ANSI B-175.2 class 1 rating. Effective 7/1/3000. (HD2)

HB 976: RELATING TO RENEWABLE FUEL.

Amends the renewable fuels production tax credit by: increasing the tax credit rate; specifying that the credit may be claimed for fuels that meet certain lifecycle greenhouse gas emissions and product transportation emissions thresholds; adding credit values for low lifecycle emissions renewable fuels and sustainable aviation fuels produced; allowing a taxpayer who previously claimed a credit to claim another credit for taxable years beginning after 12/31/2024; amending the credit period to be for a maximum period of ten consecutive years beginning from the effective date of this Act; and amending the required information in the certified statement. Effective 7/1/3000. (HD2)

HB 338: RELATING TO RENEWABLE ENERGY.

Specifies that adjustments required to compensate for certain unavoidable increases in financing costs, if proven by a producer of nonfossil fuel generated electricity by clear and convincing evidence, are mechanisms for reasonable and appropriate incremental adjustments that the Public Utilities Commission may include in the rate payable to the producer.
