Beginning 7/1/2027, requires newly installed or modified individual wastewater systems that are near the shoreline or on highly porous soils to include denitrification capacity. Requires the Department of Health to reduce requirements for disposal systems connected to wastewater systems with denitrification capacity. Effective 7/1/3000. (HD1)
Exempts any agricultural enterprise practicing diversified agriculture on lands formerly used for commercial sugarcane production within the conservation district from any permitting and site plan approval requirements established for lands in a conservation district. Effective 7/1/3000. (HD1)
Phases in requirements that all newly manufactured washing machines sold within the State by January 1, 2042, be equipped with a microfiber filtration system. Requires manufacturers of newly manufactured washing machines to provide certification to the Department of Health that the manufacturer is in compliance with microfiber filtration system requirements. Requires the counties to adopt ordinances for the regulation of retention and detention ponds. Requires the counties to conduct a survey of existing retention and detention ponds and make a report to the Legislature. Appropriates funds as a grant-in-aid to the counties. Effective 7/1/3000. (HD2)
Beginning 7/1/2028, prohibits the sale of any leaf blower, string trimmer, or weed whacker that does not meet the ANSI B-175.2 class 1 rating. Increases fines for violations of leaf blower, string trimmer, and weed whacker restrictions. Beginning 7/1/2028, prohibits government entities from purchasing leaf blowers, string trimmers, or weed whackers that do not meet the ANSI B-175.2 class 1 rating. Effective 7/1/3000. (HD2)
Specifies that adjustments required to compensate for certain unavoidable increases in financing costs, if proven by a producer of nonfossil fuel generated electricity by clear and convincing evidence, are mechanisms for reasonable and appropriate incremental adjustments that the Public Utilities Commission may include in the rate payable to the producer.
