Establishes an executive committee and amends the membership and duties of the Hawaii Climate Change Mitigation and Adaptation Commission (Commission). Requires each member agency of the Commission to implement its own actions to address certain strategies and goals established by the Commission. Establishes reporting and review requirements for member agencies relating to climate change mitigation and adaptation efforts and clean economy targets. Updates reporting requirements for the Sea Level Rise Vulnerability and Adaptation reports. Allows the Commission to enter into certain procurement contracts. Requires the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for greenhouse gas emissions resulting from the person's air travel to or from an airport in the State. Effective 7/1/3000. (HD1)
Beginning 7/1/2027, requires newly installed or modified individual wastewater systems that are near the shoreline or on highly porous soils to include denitrification capacity. Requires the Department of Health to reduce requirements for disposal systems connected to wastewater systems with denitrification capacity. Effective 7/1/3000. (HD1)
Exempts any agricultural enterprise practicing diversified agriculture on lands formerly used for commercial sugarcane production within the conservation district from any permitting and site plan approval requirements established for lands in a conservation district. Effective 7/1/3000. (HD1)
Phases in requirements that all newly manufactured washing machines sold within the State by January 1, 2042, be equipped with a microfiber filtration system. Requires manufacturers of newly manufactured washing machines to provide certification to the Department of Health that the manufacturer is in compliance with microfiber filtration system requirements. Permits, under certain circumstances, a previously permitted or authorized activity challenged as being subject to environmental review to continue while the applicable agency or applicant conducts an environmental assessment, prepares an environmental impact statement, or determines whether the activity is exempt. Clarifies that the importation of any pest or material infested or infected with an insect or other animal, disease, or pest is prohibited. Authorizes the Department of Agriculture to administratively inspect any article imported or moved into the State from the continental United States or between the Hawaiian Islands. Prohibits the sale, barter, or donation of items or material that is a pest, is infested or infected with a pest, or prohibited from being sold. Authorizes the Department of Agriculture to compel the quarantine, treatment, or destruction of certain materials. Clarifies penalties for various quarantine and import law violations, based in part on whether violations were knowingly committed. Effective 7/1/3000. (HD2)
