Establishes an income tax credit for the purchase of electric garbage trucks by qualified taxpayers. Applies to taxable years beginning after 12/31/2024.
Beginning 1/1/2027, establishes a preference in the Hawaii Public Procurement Code that favors bids or offers from businesses that intend to use a higher proportion of allelectric construction vehicles in Department of Transportation construction projects.
Part I: Extends the Zero Emissions Clean Economy Target to 2075 and establishes an interim target of seventy per cent for 2050. Part II: Maintains the existing Zero Emissions Clean Economy Target but exempts the Department of Transportation and transportation systems and services from the target.
Repeals the Deposit Beverage Container program on 6/30/26. Allows redemptions to continue until 6/30/27. Establishes the solar panel and electric vehicle battery recycling special fund to assist in the gathering and recycling of solar panels and electric vehicle batteries. Requires the Department of Health to submit proposed legislation establishing a program to gather and recycle solar panels and electric vehicle batteries. Lapses any unencumbered balance remaining in the deposit beverage container deposit special fund when the Deposit Beverage Container program is repealed to the credit of the solar panel and electric vehicle battery recycling special fund.
Requires the Department of Transportation to conduct a feasibility study on implementing a clean fuel standard for alternative fuels in the State. Requires, no later than 1/1/2028, the Department of Transportation to adopt rules governing a clean fuel standard for alternative fuels in the State. Effective 7/1/3000. (HD1)
Requires the Department of Transportation to establish a Clean Transportation Alternatives Incentive Program that returns funds to eligible residents of the State who meet a certain income threshold or use a certain amount of gasoline as fuel for transportation.
Removes the exemption that allowed owners of multiple parking facilities within the State to designate and electrify fewer parking spaces than required in one or more of the properties if the requirement for the total number of aggregate spaces on all of their owned properties was met. Authorizes the counties to adopt ordinances to regulate electric vehicle charging systems for places of public accommodation with fewer than one hundred parking spaces. Effective 7/1/3000. (HD1)

Excludes from the definition of "development", as it applies to special management areas, the installation, maintenance, repair, and replacement of an electric vehicle charging system as a minor structure. Includes the Public Utilities Commission in the development and implementation of plans to meet the long-term goals for zero-emissions transportation in the State. (SD1)
Prohibits any business established after January 1, 2026, that uses, rents, or offers for rent mopeds in the course of their commercial business, from using a combustion engine-powered moped. Establishes penalties.
