Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist eligible households in paying their energy bills. Requires the Public Utilities Commission Public Benefits Fee Administrator to provide certain information and assistance to recipients of the program. Establishes positions. Appropriates funds. HB 977: RELATING TO ENERGY FINANCING.

Authorizes the Clean Energy and Energy Efficiency Revolving Loan Fund to be used to provide financial assistance to underserved ratepayers, in addition to other eligible borrowers. Appropriates funds into and out of the Clean Energy and Energy Efficiency Revolving Loan Fund. Effective 7/1/3000. (SD1)
