Establishes the Educator Student Loan Repayment Program to provide for the repayment of qualified student loans for certain educators in the State. Appropriates funds.
Establishes a teacher loan program revolving fund to encourage individuals to become teachers in hard-to-fill positions of Department of Education schools. Allows a loan to be forgiven for teachers who become a licensed teacher in Hawaii or for teachers who will commit to teach for seven years at a Hawaii public school or public charter school. Requires that at least one at-large member of the Board of Education be a proficient Hawaiian speaking educator, practitioner, or scholar of Hawaiian studies or the Hawaiian language, to be selected from a list of three nominees submitted by the President of the Senate, Speaker of the House of Representatives, and Office of Hawaiian Affairs.
