Education (School Safety)

Beginning with the - school year, requires public elementary, middle, and high school classes to start no earlier than 8:30 a.m. Requires the Department of Education to adjust state-provided bus and school meal schedules accordingly.

Requires the Department of Education, in consultation with the Department of Health, to develop and distribute to each public middle and high school in the State guidelines for the establishment and operation of safe spaces for students to access telehealth services on school property during normal school hours. Requires each public middle and high school to establish and maintain a safe space for students according to the guidelines.

HB 1443 would establish a high school program creating a direct pathway for students to enter law enforcement careers through a dedicated curriculum. It allocates state funds to develop and implement this program at participating high schools, including training and partnerships with local law enforcement agencies. The initiative directly affects high school students seeking law enforcement careers and law enforcement agencies that would collaborate on the program. The bill is currently pending in committee and has not yet been enacted.

Requires the Department of Education to assign school resource officers to department public schools and charter schools. Encourages the employment of qualified retirees from the local police departments and department of law enforcement. Appropriates funds for these positions.

Beginning with the 2025-2026 school year, establishes a pilot program that requires the Department of Education to include cardiopulmonary resuscitation and automated external defibrillator training for public school students in grades six through twelve as part of existing health or physical education curriculum. Requires all public elementary, middle, intermediate, and high schools in the state to have a cardiac emergency response plan as part of the pilot program. Establishes standards for the cardiac emergency response plan. Requires school officials to work with county emergency medical service providers to integrate the cardiac emergency response plan into the counties' emergency response plan into the counties' emergency medical service provider protocols. Authorizes uncertified trainers to instruct others in the administration of an automated external defibrillator or cardiopulmonary resuscitation if the course does not result in certification. Terminates at the end of the 2029-2030 school year.

Requires the School Facilities Authority to establish a school modernization initiative through a capital improvement project planning database for school facilities statewide. Effective 7/1/3000. (HD1)

Beginning with the 2027-2028 school year, requires each public school in the State, including charter schools, to employ, or retain under contract, at least 1 mental health professional for every 250 students enrolled, subject to certain conditions. Requires the Department of Education to submit a progress report to the Legislature no later than 20 days prior to the convening of the Regular Session of 2026. Appropriates moneys for the Department of Education to contract for mental health professionals and to establish an unspecified number of fulltime equivalent mental health professional positions within the Department of Education. Declares that the general fund expenditure ceiling is exceeded.

Requires the department of education to equip all classroom doors with interior locks, maintain a public address system, feature an emergency access route, and maintain fire alarms. Mandates the establishment of a school emergency management plan. Requires schools to conduct regular testing and emergency preparedness drills. Appropriates funds.
